Neda opens applications for 4,000 euro grants for books and school supplies
Por FactBox Admin

The Neda City Council is opening a line of grants totaling 4,000 euros for the acquisition of textbooks and complementary educational materials during the school year, aimed at low-income families registered in the municipality. The Local Governing Board approved the regulatory bases in the agreement of October 26, 2026, and the text is published in the Official Gazette of the Province of A Coruña number 209, dated November 2, 2026, with announcement number 2026/6999.
The bases respond to the mandate of guaranteeing equal opportunities in education: the document itself justifies the call based on the need to establish a system of scholarships and grants that allows access and continuity in studies for those lacking sufficient economic means. The file is processed in TEDeC with the reference 2026/A002/000005.
The allocation assigned for this purpose in the 2026 budget is 4,000.00 euros, charged to budget application 326.48003. For matters not provided for in the bases, the City Council refers to the General Subsidies Law 38/2003, of November 17.
Per capita income and registration, access requirements
Families with students enrolled in educational centers supported by public funds may apply for the grant, from Early Childhood Education (regulated and unregulated), Primary, Secondary, Baccalaureate, or Vocational Training.
The required conditions are:
- To be registered in the Neda City Council at least six months in advance.
- That the monthly per capita income of the family unit does not exceed 1.5% of the IPREM in force in the year prior to the call.
- To be up to date with the payment of municipal taxes, unless the applicant meets the requirements for social integration grants.
The coverage limits its scope: if the books are already covered by another grant from another public administration, the family may apply for a scholarship only for the remaining complementary educational material, namely, stationery, backpack, and pencil cases.
Scale by income and family burdens
The evaluation of applications is carried out with a single list of beneficiaries ordered from highest to lowest score. Family income grants up to four points and family burdens add up to four more:
- Up to 1.5 times the IPREM: 4 points.
- Up to 2 times the IPREM: 3 points.
- Up to 3 times the IPREM: 2 points.
- Up to 4 times the IPREM: 1 point.
- One dependent child: 1 point; two children: 2; three children: 3; more than three: 4.
- Main provider widowed, single father or mother, separated or divorced: 1 point.
- Any member with a disability: 1 point.
- Single-parent family: 1 point.
In the event of ties at the lowest score, the order will be decided by the inverse magnitude of the family unit’s income. Grants of an amount lower than 10 euros will not be granted.
Twenty calendar days to submit the application
The application period is 20 calendar days starting from the day following the publication of the call in the provincial bulletin. Applications shall be submitted to the general registry of the Neda City Council, from 9:00 to 14:00, using the form provided in the general offices.
The required documentation includes a certified photocopy of the DNI and the family book, certificate of census registration, certificate from the educational center, proof of income for all members of the household unit over 18 years of age, the latest income tax return or a negative certificate from the Treasury, a sworn statement of irregular income, and copies of scholarship applications submitted to the ministry or the competent administration. Proof of separation or divorce, disability, large family, or single-parent status may also be provided.
Invoices and payment by transfer
The Social Services team of the Council will study and evaluate the applications and formulate the proposal for granting, which will be approved by the Local Government Board. Payment will be made by bank transfer to the account designated in the application, upon presentation of the invoices or supporting documents of the expenditure.
The supporting documents may not be dated more than three months after the start of the school year and it must be proven that they have been paid. Payment is subject to the existence of adequate and sufficient credit.
The guidelines bear the signature of the mayor, Ángel Alvariño Saavedra, in Vila de Neda on October 27, 2026, and their publication in the provincial bulletin, on the municipal website, and on the notice board is ordered.
The call comes at a time of high school costs for household economies and with a limited amount: the 4,000 euros must be distributed among all applications that exceed the income threshold, such that the scale for dependent children and family situation is decisive for accessing aid which, in any case, requires advancing the expenditure and justifying it afterwards.
