Navarra renews the thirteen members of the Self-Employed Council

The Government of Navarra has fully renewed the thirteen members of the Navarrese Council for Self-Employment through an agreement dated September 2, 2026, published in the Official Gazette of Navarra number 185, of September 17, 2026 (official reference F2611870). The decision was adopted once the legal four-year mandate expired and defines who will represent the self-employed collective of the Foral Community in the next cycle.

The Navarrese Council for Self-Employment was created by Foral Decree 9/2013, of January 30, which regulates its composition, organization, and functioning. Article 3 establishes a composition of thirteen members: the Presidency, which corresponds to the head of the department competent in labor matters, and twelve members—four representing the Administration of the Foral Community of Navarra, four from professional associations of self-employed workers, two from business associations, and two from trade union organizations—. Each participant may designate as many alternates as there are appointed members.

Article 4.2 of the aforementioned foral decree establishes that the mandate lasts four years from the publication of the appointment in the Official Gazette of Navarra, after which a total renewal takes place. The previous appointment occurred by agreement of the Government of Navarra on May 25, 2022 (Official Gazette of Navarra number 115, of June 10), followed by substitutions in 2023 and 2025. The call to organize the participation of self-employed associations was approved by Foral Order 404E/2026, of June 30, from the counselor of Social Rights, Social Economy, and Employment (Official Gazette of Navarra number 148, of July 30, 2026), and the agreement verifies that the composition respects the principle of balanced composition of Organic Law 3/2007, of March 22.

Presidency, secretariat, and Administration members

The agreement reserves the Presidency of the body for the head of the department competent in labor matters and appoints the director of the Employment Service as the head of the Secretariat. The four members designated to represent the Administration of the Foral Community of Navarra are:

• The director of the General Directorate competent in labor matters.
• The managing director of the Foral Treasury of Navarra.
• The managing director of the Navarrese Employment Service-Nafar Lansare.
• The director of the General Directorate competent in trade matters.

Representatives of self-employed associations

Four memberships correspond to the professional associations of self-employed workers, along with their respective alternates:

• UPTA-Navarra: principal Javier Marzo López; substitute Alberto Burgaleta Cabrero.
• CEAT: principal Danny Imízcoz Osés; substitute María Soledad Mendizábal Crespo.
• ATA-Navarra: principals Juan Carlos Equiza Larrea and Ignacio Ezcurra Ibarrola; substitutes Ione Nieto Rayo and José Luis Perea Blanquer.

Employers’ association and trade unions

The four remaining seats are divided between two representatives of the business associations and two from the trade union organizations:

• Confederación Empresarial Navarra (CEN): principals Carlos Fernández Valdivieso and Jesús Ignacio Sanz Pérez; substitutes Javier Iradiel Ibáñez and Marta García-Drake García-Barberena.
• Comisiones Obreras (CC. OO.): principal Pilar Ruiz Cobo; substitute David Marcaláin Pérez.
• Unión General de Trabajadores (UGT): principal Eva Azanza Bengoechea; substitute Augusto Paredes Antón.

The agreement is adopted upon the proposal of the counselor for Social Rights, Social Economy and Employment and orders its transfer to the Department (Technical General Secretariat) and the Employment Service (Self-Employment Section), as well as notification to the interested parties. The document was signed in Pamplona on September 2, 2026, by the second vice president substituting for the secretary counselor of the Government of Navarra, Ana Ollo Hualde.

The renewal establishes the institutional spokesperson for Navarrese self-employment for the next four years, a group with significant weight in commerce, hospitality, and professional services. The balance between self-employed associations, employers’ associations, trade unions, and the Administration determines the Council’s capacity to issue reports and proposals on the regional regulations affecting this sector.
