Navarra mandates emergency training for all educational centers

The Department of Education of the Government of Navarra has approved the instructions to implement the Civil Protection Emergency Training Plan in all non-university educational centers of the Foral Community, mandatory starting from the 2026/2027 academic year. The measure, which affects the entire educational community, is published in the Official Gazette of Navarra number 180, dated September 11, 2026, through Resolution 579/2026, dated August 26, by the Director General of Education and Vocational Training, Gil Sevillano González.

The regulation stems from Royal Decree-Law 7/2024, of November 11, adopted following the especially grave and tragic consequences of the DANA (cutoff low) of October 29, 2024. That decree entrusted the Ministry of Education, Vocational Training and Sports, in collaboration with the Ministry of the Interior and the autonomous communities, with the creation of a mandatory training plan to extend the culture of prevention and guarantee the training of the entire educational community in the face of any civil protection emergency. The plan was approved by the Sectoral Conference on Education on June 12, 2025, and published in the Official State Gazette number 255, dated October 23, 2025. The Navarrese resolution is issued by virtue of the powers conferred by Foral Decree 245/2023, of November 15.

Mandatory teacher training

The plan identifies the center’s teaching staff, among other professionals, as competent to deliver the training program to students. The general directorate competent in teacher training will call for periodic, voluntary training actions, which will be carried out through the Department of Education’s Moodle Ikasaula platform.

• Online format, with a duration of 15 hours.
• Participating teachers will receive the corresponding certification.

Content for students

The contents regarding prevention and emergency response will be adapted to the ages of the students according to the levels of each educational stage, and are structured into three blocks:

• Block 1: prevention, alert and emergency systems, and information versus misinformation.
• Block 2: identification of risk situations in the environment and in large human gatherings, self-protection measures, and emotional support.
• Block 3: specific risks, including floods, earthquakes, seaquakes and tsunamis, volcanic risks, adverse meteorological phenomena, forest fires, and technological risks (industrial, chemical, and nuclear accidents, and the transport of dangerous goods).

The contents of blocks 1 and 2 will be taught every school year across all levels and stages of non-university education. Those of block 3 will be taught based on the characteristics of each center and the priorities determined by the risk maps of each geographical area. Training will be oriented toward collaborative learning, and inclusive measures will be adopted so that students with specific educational support needs achieve the plan’s objectives. The scheduling of the sessions will be included in the General Annual Programming.

Materials and supervision

Teaching materials and resources will be available to teachers at the link https://recursosemergencias.educacionfpydeportes.gob.es, developed with a focus on educational inclusion and according to the principles of Universal Design for Learning. Centers will make the specific didactic guide for families developed by the Ministry available to their educational community. The supervision and monitoring of the student training plan will be the responsibility of the Educational Inspection Service.

Mandatory implementation starting from the 2026/2027 school year makes emergency preparedness a permanent axis of school life in Navarre, extending the culture of prevention and self-protection to students, teachers, and families, with special attention to people with disabilities and vulnerable groups.
