Navarra appoints Jesús María Vaca Guergué as Deputy Director of Childhood and Family

The Government of Navarra has appointed Jesús María Vaca Guergué as Deputy Director of Childhood, Adolescence, and Family of the Navarrese Agency for Autonomy and Personal Development, a key position in the regional policy for the protection of children and families. The appointment is formalized through Foral Decree 58/2026, of August 19, published in the Official Gazette of Navarra number 175, of September 4, 2026, and takes effect from September 2, 2026.

The decision was adopted by the Government of Navarra in a session held on August 19, 2026, at the proposal of the Councilor for Social Rights, Social Economy, and Employment, María Carmen Maeztu Villafranca. The decree is signed by the president of the regional Executive, María Chivite Navascués, and by the councilor herself.

Regulatory framework of the appointment

The appointment is based on Article 15 of Foral Decree 60/2024, of June 5, which approves the Statutes of the autonomous body of the Navarrese Agency for Autonomy and Personal Development. Said regulation establishes that deputy directorates shall be appointed and dismissed freely by the Government of Navarra by foral decree, at the proposal of the head of the Department of Social Rights, Social Economy, and Employment.

Content and effects of the decree

Foral Decree 58/2026 provides for the appointment of Jesús María Vaca Guergué as Deputy Director of Childhood, Adolescence, and Family, effective from September 2, 2026. Additionally, it orders:

• Notifying the interested party of the foral decree.
• Forwarding it to the Technical General Secretariat of the Department of Social Rights, Social Economy, and Employment.
• Remitting it to the General Directorate of Public Service, for the appropriate purposes.
• Publishing the decree in the Official Gazette of Navarra for general knowledge.

Relevance of the position

The Deputy Directorate of Childhood, Adolescence, and Family is one of the organic units of the Navarrese Agency for Autonomy and Personal Development, an autonomous body that concentrates a large part of the social policy of the Foral Community. The new head assumes competencies in the protection and care of minors and families, a priority area of the regional Executive’s social agenda.

The appointment occurs within a context of reorganization of the body’s staff, which in the same issue of the gazette contemplates the creation of new positions in the Deputy Directorate of Childhood, Adolescence, and Family, including vacancies for psychologists and educators, pointing to a reinforcement of the teams dedicated to childcare.
