Por FactBox Admin

The Government of Navarra has appointed Clara María Jover Hernando as the head of the Mercantile and Movable Property Registry of Navarra II. The decision was adopted in the Government session on October 21, 2026, and is formalized in Foral Decree 66/2026, of October 21, published in the Official Gazette of Navarra number 218, of October 30, 2026, within section 1.2.1 of Authorities and Personnel (page 38535, reference F2613764).
The origin: a state competition resolved in October
The appointment stems from ordinary competition number 325 convened by the Directorate General of Legal Security and Public Trust via resolution of September 8, 2026, published in the Official State Gazette of September 14, to provide for Property, Mercantile, and Movable Property Registries.
That competition was resolved by resolution of the same Directorate General on October 2, 2026, disseminated in the Official State Gazette of October 9. The Directorate General subsequently forwarded the competition file and the award resolution to the foral Executive so that Navarra could formalize the corresponding appointment.
Foral competence and Ministry proposal
The jurisdictional basis is Article 52 of Organic Law 13/1982, of August 10, on the Reintegration and Improvement of the Foral Regime of Navarra, which grants the Government of Navarra the power to appoint the property and mercantile registrars who provide services in the Foral Community.
The decree is issued at the proposal of the Counselor of Interior, Public Service and Justice, Inmaculada Jurío Macaya, and in accordance with the proposal made by the Ministry of the Presidency, Justice and Relations with the Courts. The text was signed in Pamplona on October 21, 2026, by the president of the Government of Navarra, María Chivite Navas, and by the counselor herself.
What the decree orders
Foral Decree 66/2026 contains three specific mandates:
- To appoint Clara María Jover Hernando as the head of the Mercantile and Movable Property Registry of Navarra II.
- To publish the foral decree in the Official Gazette of Navarra, which occurred in number 218 on October 30, 2026.
- To notify the decree to the interested party, the Directorate General of Legal Security and Public Trust, the dean of the College of Registrars of Navarra, and the president of the High Court of Justice of Navarra.
The decree appears in the same issue of the gazette alongside other personnel appointments, such as that of Jon Echávarri Redondo as head of the Coordination and Regulatory Analysis Unit (Foral Order 418E/2026, page 38536) and that of Rubén Osés Martínez as head of the Viticulture Office (Foral Order 319E/2026, page 38537).
Why it matters
The Mercantile and Movable Property Registry of Navarra II is the office where company incorporations, annual accounts, changes of directors, and guarantees on movable property are registered, such that its ownership conditions the daily activity of companies, notaries, and court representatives of the Foral Community. The appointment closes the procedure opened in September and provides legal certainty to the registrations and certifications issued by the office, in addition to completing the provision of registry positions in Navarra following the state competition.
