Navarra sets the 2026 SARA at 11,201 euros for housing aid

The Official Gazette of Navarra (BON) number 179, dated September 10, 2026, publishes Resolution 357/2026, dated August 26, from the Director General of Housing, which approves the amount of the purchasing sufficiency indicator for adequate income (SARA) for the 2026 fiscal year, which is set at 11,201.44 euros. The resolution, signed by Elga Molina Roig, enters into force upon its publication in the official gazette.

The SARA is the indicator that replaces the public multiple-effects income indicator (IPREM) as the basis for calculating the weighted family income that determines access to various actions and grants regarding protected housing and rehabilitation, as well as certain tax deductions in Navarra.

Regulatory Framework

The indicator was created by Foral Law 28/2018, of December 26, on the subjective right to housing in Navarra, which modified Foral Law 10/2010, of May 10, on the Right to Housing in Navarra, introducing a new article 3 ter. This provision also establishes the update formula for the SARA, which must be approved by resolution of the head of the general directorate competent in housing matters and published in the Official Gazette of Navarra.

The resolution is issued using the powers conferred by Foral Decree 241/2023, of November 15, which establishes the organic structure of the Department of Housing, Youth, and Migration Policies, following a proposal report from the director of the Housing Service.

Calculation and 2.58% Increase

The new value of 11,201.44 euros results from applying an increase of 2.58% to the SARA amount for the 2025 fiscal year, which was set at 10,919.71 euros by Resolution 227/2025, of April 29. The update takes the higher value between two references:

• The average annual increase of the consumer price index (CPI) in Navarra in the previous year, which in 2025 was 2.58%.
• The increase in average wages in Navarra, estimated by the ordinary wage cost of the quarterly labor cost survey of the last four quarters with available data, which was 2.40%.

Since the CPI increase was higher, this is the reference applied to set the 2026 indicator.

Effects and Appeals

The resolution, which does not exhaust the administrative route, may be appealed through an administrative appeal (recurso de alzada) before the Counselor of Housing, Youth, and Migration Policies within one month starting from the day following its publication in the Official Gazette of Navarra. The document was signed in Pamplona on August 26, 2026.

With this new amount, Navarrese households applying for housing and protected rehabilitation grants will see an update to the income threshold that determines their access to them, within a context of rising consumer prices in the Foral Community.
