Navarra allocates 33 million to the unified call for R&D&I grants.

The Official Gazette of Navarra, in issue 159, of 13 August 2026, publishes Resolution 197E/2026, of 14 July, of the Director General for Energy Transition and Digitalisation, Business R&D&I and Entrepreneurship, Garbiñe Basterra Olóriz, approving the 2026 call for aid for carrying out R&D&I projects. The call, registered in the National Subsidies Database under codes BDNS 919489, 919481, 919463, 919437 and 919418, has a budget of EUR 33,000,000 and an additional maximum amount of EUR 3,000,000.

The resolution, issued in the exercise of the powers conferred by Article 32 of Foral Law 11/2019, of 11 March, consolidates into a single call the subsidies for R&D projects, strategic projects and innovation projects that until now were approved separately, with the aim of simplifying procedures for applicants and gaining management efficiency. The multi-year spending commitments were authorised by Agreement of the Government of Navarra of 10 June 2026, and the managing body will be the Service for Planning, Digitalisation and Business R&D&I.

Multi-year budget of EUR 33 million

The expenditure is authorised against the 2026 budget and its equivalents in coming years, subject to the availability of adequate and sufficient credit, distributed under two headings:

  • Heading 820005 82600 7701 467309 “Subsidies for R&D projects S4 Navarra ERDF OP Navarra 2021-2027”: EUR 250,000 (2026), EUR 4,315,817 (2027), EUR 11,967,326 (2028) and EUR 7,131,857 (2029).
  • Heading 820005 82600 7701 467311 “Subsidies for R&D&I projects”: EUR 250,000 (2026), EUR 2,124,183 (2027), EUR 5,092,674 (2028) and EUR 1,868,143 (2029).

Aid for strategic and competitive projects, except for individual projects of large companies, may be co-financed 40% by the European Union through the European Regional Development Fund (ERDF), within the framework of the ERDF Operational Programme Navarra 2021-2027.

Eligible projects and beneficiaries

The call covers four types of projects: strategic R&D projects linked to the challenges of the Smart Specialisation Strategy of Navarra (S4); competitive R&D projects, in their individual, inter-company collaboration and knowledge transfer modalities; and process and product innovation. Eligible beneficiaries are companies —including SMEs— and entities accredited and registered as implementing agents of SINAI (universities, research centres, health research institutes and technology centres, among others), which may only take part in challenges 3 (GEMA) and 7 (SIBERIA) and in the knowledge transfer modality.

The main requirements include:

  • Having a work center in Navarra where the project is executed.
  • Strategic projects: consortium of at least three non-linked entities, with at least two companies (one SME) and a budget exceeding €850,000.
  • Individual and innovation competitive projects: a single company, with a budget exceeding €40,000 in innovation.
  • Knowledge transfer: minimum participation of one SME and one agent of the SINAI, which will assume between 10% and 40% of the eligible costs.

Deadlines and application procedure

The submission period begins on the day following publication in the Official Gazette of Navarra and ends on 8 September 2026 (inclusive); for strategic and competitive knowledge transfer projects, the deadline is extended until 15 September 2026. Applications must be submitted electronically through the aid record in the Procedures Catalogue of the Navarra Government Portal (ayudas-para-proyectos-de-idi-2026).

This call consolidates the Foral Community’s commitment to research, development and innovation as a driver of the productive fabric, with European funds that multiply the reach of the aid. For Navarrese companies, SMEs and scientific agents, this is the main regional instrument for financing R&D&I projects of the year, and its unification into a single procedure reduces administrative burdens and concentrates resources on the major challenges of the S4.
