Navarra fills interim leadership positions in Health and Education with four appointments

The Official Gazette of Navarra number 165, dated August 21, 2026, publishes in its section on cessations, appointments, and other situations four provisions that cover, on an interim basis, heads of service, office, and unit within the Navarre Health Service-Osunbidea and the Department of Education. The regional orders and the resolution, signed between August 4 and 6, enter into force on staggered dates ranging from August 18 to September 1.

The appointments are based on Legislative Regional Decree 251/1993, of August 30, which approves the Revised Text of the Statute of Personnel in the service of the Public Administrations of Navarra, and Regional Law 11/2019, of March 11, of the Administration of the Chartered Community. In the healthcare case, the Statutes of the Navarre Health Service-Osunbidea, approved by Regional Decree 171/2015, of September 3, also apply.

Appointments in the Navarre Health Service

Regional Order 350E/2026, of August 4, from the Minister of Health, Fernando Domínguez Cunchillos, appoints Francisca Díaz Jiménez as head of the Professional Development and Participation Service of the Navarre Health Service-Osunbidea, effective August 18, 2026. The designation is made upon the proposal of the Management Directorate of the health organization, in accordance with article 20.1 of its Statutes.

For its part, Resolution 1585E/2026, of August 4, from the managing director of the Navarre Health Service-Osunbidea, Juan Antonio Guajardo Remacha, appoints Verónica Ullate Clemente, a civil servant of the Administration of the Chartered Community, as interim head of the Registry Unit of the Tudela Health Area. The interested party must take office within ten calendar days from the notification.

Appointments in the Department of Education

The Minister of Education, Carlos Gimeno Gurpegui, signs two regional orders covering offices within the department:

• Regional Order 340E/2026, of August 5: appoints, on an interim basis, Patxi Pascual Ibiriku as head of the Financing Office of the Department of Education, effective September 1, 2026.
• Regional Order 341E/2026, of August 6: appoints, on an interim basis, Ángela Eguzquiza Mutiloa as head of the Coeducation Office of the Department of Education, effective August 24, 2026.

Both provisions are based on the third additional provision of Legislative Regional Decree 251/1993 and the fifth additional provision of Regional Law 11/2019, which require that interim appointments be made from civil service personnel belonging to or assigned to the Administration of the Chartered Community, following a favorable report from the department competent in matters of public service.

Regulatory framework and effects

The four appointments respond to the need to guarantee the continuity of management in positions of responsibility while they are filled through the regulatory systems. In the case of the service heads of the Navarre Health Service-Osunbidea, article 20.1 of its Statutes reserves the appointment to the foral order of the head of Health upon the proposal of the Management Directorate; non-healthcare unit heads are governed by article 22.1 and are appointed by the Management Directorate until they are filled through the regulatory system.

The provisions are notified to the interested parties and forwarded to the General Directorate of Public Service, the remuneration, personnel processes and evaluation services, and the corresponding personnel organization and regime sections, for their effective application in payrolls and staffing lists.

Relevance

These interim appointments ensure the continuity of critical functions in foral health and education management: from the professional development and participation of the staff of the Navarre Health Service-Osunbidea to financing, co-education, and patient registration in the Tudela Health Area. The temporary coverage of these leadership positions allows services to remain operational while the regulatory processes for definitive provision are processed, a common mechanism in the Administration of the Foral Community of Navarra.
