Navarra announces vacancies for IRPF graduate and geographer

The General Directorate of Public Service of the Chartered Community of Navarra has approved two calls for selective tests to establish respective lists of candidates for the positions of intermediate degree graduate (IRPF) and geographer, one for training under special service status and another for temporary hiring. The resolutions, signed on July 27, 2026, by the director general Gloria Arancón Largo, are published in the Official Gazette of Navarra number 167, dated August 25, 2026.

Both calls are based on Foral Decree 96/1997, of April 14, which requires the Foral Administration to offer its permanent employees the performance of the positions it intends to fill prior to temporary hiring. They are processed in accordance with Foral Order 199/2004 and Foral Order 814/2010, and positions dependent on the Department of Health are excluded.

Two access routes per position

Each call establishes two lists of candidates: one for training under special service status, reserved for permanent staff, and another for temporary hiring, open to the general public. The temporary hiring list will have a maximum validity of five years and a subsidiary nature with respect to any list of permanent staff.

• Training in special services: requires being a permanent employee of the Foral Administration, having provided at least three years of service, and not having exhausted the maximum training period.
• Temporary hiring: requires Spanish nationality, nationality of an EU member state, or a state with a free movement treaty, being at least sixteen years old, and not exceeding the compulsory retirement age.
• In both cases, the corresponding university degree and the physical and psychological capacity to perform the position are required.

Differentiated selective tests

The process for the intermediate degree graduate position (IRPF), regulated by Resolution 2378/2026, consists of a single theoretical multiple-choice test of up to 50 questions, with four alternatives and a penalty of one-third for each incorrect answer, graded out of 50 points with a minimum of 15 to pass. The tribunal is presided over by María Isabel Ayesa Aristu, from the Foral Treasury of Navarra.

The call for the geographer, approved by Resolution 2393/2026, proposes a single theoretical-practical test with three exercises, lasting up to five hours, graded out of 70 points with a minimum of 21, developed using the “plicas” (blind) system. The tribunal is presided over by José Antonio Marcén Zunzarren, director general of Territorial Planning.

Deadlines and submission

Applications must be submitted electronically within ten business days from the date of publication in the bulletin, via the public employment portal of navarra.es. Persons with a recognized disability of 33% or higher may request adaptations regarding timing and means, which will be assessed by the Navarrese Agency for Autonomy and Development of Persons.

The Personal Income Tax (IRPF) call includes a syllabus focused on the Economic Agreement with the State, regional tax regulations, and taxes on income, wealth, and value added. The geographer call requires a Degree or Licentiate in Geography or an equivalent qualification.

The publication of these calls opens a stable access route for two technical profiles demanded by the Navarrese Administration, both for the internal promotion of its permanent staff and for the incorporation of new applicants into the temporary hiring pool, within a framework that guarantees the coverage of staffing needs for the next five years.
