Navarra announces the first Revivae awards against depopulation

The Government of Navarra, through the General Directorate of Local Administration and Depopulation, has announced the first Revivae Navarra Awards, a recognition of initiatives, projects, and trajectories that contribute to the fight against depopulation in at-risk municipalities. The call for applications and its guidelines are published in the Official Gazette of Navarra number 170, dated August 28, 2026, via Resolution 220/2026, of July 29, by the Director General of Local Administration and Depopulation, Jesús María Rodríguez Gómez (official reference: F2610579).

The awards are part of the Strategy to Fight Depopulation in Navarra, approved by Government Agreement on April 26, 2023, and specifically within its objective 6, “Identity and Value of Rural Life.” The Demographic Challenge and Territorial Integration Service, competent according to Foral Decree 249/2023, of November 15, proposed the call to reinforce the institutional campaign that seeks to promote a positive image of the rural world. The awards have no monetary endowment: they are mere recognitions consisting of a diploma and an award, presented at a public institutional event.

Five thematic categories

The guidelines regulate five modalities, each oriented toward a type of initiative:

• “Emprende” Award: entrepreneurial or business projects with less than four years of trajectory that generate employment and stimulate the local economy.
• “Esencia” Award: community, cultural, or social projects that strengthen social cohesion, inclusion, and local identity.
• “Publika” Award: actions by local public entities distinguished by their innovation, digitalization, and administrative modernization.
• “Pionera” Award: initiatives led by women in the local and rural environment with transformative capacity.
• “Inspiración” Award: honorary recognition of the trajectory of a person or entity especially relevant in the fight against depopulation.

Who can participate

Natural or legal persons who carry out their activity in the Chartered Community of Navarra and prove a significant contribution to the fight against depopulation in municipalities declared at risk by Foral Order 8/2023, of February 15, may apply. Eligible recipients include:

• Entrepreneurs, professionals, or self-employed workers.
• Companies, cooperatives, associations, foundations, and other private entities.
• Local entities and organisms of the local public sector.
• Collectives, platforms, or community initiatives, with or without legal personality.
• Natural persons with a recognized trajectory in local development and territorial integration.

Deadline and submission

The deadline for submitting candidacies is one month from the publication of the call in the Official Gazette of Navarra, therefore concluding on September 28, 2026. Candidacies shall be submitted electronically through the Procedures Catalog of the Government of Navarra Portal (www.navarra.es), accompanied by a registration form, an explanatory memorandum of up to 1,000 words, and graphic or audiovisual material. Each person or entity may submit a maximum of two candidacies for different categories.

Jury and verdict

The assessment will be carried out by a jury chaired by Miren Sanz de Galdeano Martínez de Eulate, director of the Demographic Challenge and Territorial Integration Service, who will evaluate the social, economic, and territorial impact, the contribution to the fight against depopulation, innovation, and the inclusive approach. The results will be made public via www.navarra.es and despoblacion.navarra.es, and any category may be declared void if no candidacy meets the minimum merits.

With these awards, Navarra turns into public recognition the work of those who sustain the rural environment, giving visibility to experiences that generate employment, social cohesion, and roots in the most vulnerable municipalities. The call thus opens a way for citizens and local entities to highlight their contribution to a more balanced and sustainable territory.
