Navarra announces transfer competitions for 29 civil servant positions

The General Directorate of Public Service of the Government of Navarra has approved four simultaneous transfer competition calls to fill 29 vacancies for permanent staff of the Administration of the Chartered Community of Navarra and its autonomous bodies. Resolutions 2547/2026, 2548/2026, 2549/2026, and 2550/2026, all signed on August 10 by the general director Gloria Arancón Largo, are published in the Official Gazette of Navarra number 164, dated August 20, 2026, within the section for competitive examinations and competitions of the public employment offer.

The calls are based on Legislative Foral Decree 251/1993, which approves the Revised Text of the Statute of Personnel in the service of the Public Administrations of Navarra, and the Regulation for the Provision of Job Positions (Foral Decree 215/1985). The positions originate from the partial public employment offers for the 2023, 2024, and 2025 fiscal years, approved by foral decrees 307/2023, 115/2024, and 146/2025, and are framed within Foral Law 7/2025, regarding extraordinary measures for the reduction of temporary employment.

Four calls by levels

Each resolution opens a transfer competition for a specific level or position, with its own initial vacancies:

  • Resolution 2547/2026 – autopsy assistant (level D): one position, assigned to the General Directorate of Justice of the Department of Interior, Public Service, and Justice, based in Pamplona.
  • Resolution 2548/2026 – level B: 10 positions, divided between intermediate-level technician (6) and intermediate-level equality technician (4).
  • Resolution 2549/2026 – level A: 7 positions, including archaeologist (1), legal advisor (4), Basque translator (1), and Basque translator-interpreter (1).
  • Resolution 2550/2026 – level C: 11 positions, including driver (6), transport management technician (4), and sound and audiovisual media technician (1).

The initial positions may be expanded with those that become vacant during the process and completed with those left vacant by individuals who obtain a new destination.

Requirements and submission deadlines

Those who hold the status of permanent staff of the Administration of the Chartered Community or its autonomous bodies, are classified in the corresponding level, and have been appointed to the same called position may participate. Those applying from voluntary leave of absence must have remained in that situation for at least one year.

  • Applications are submitted electronically via the public employment portal of navarra.es, in the section for internal personnel calls.
  • The deadline is ten calendar days from the day following the publication in the Official Gazette of Navarra and is non-extendable.
  • Merits are assessed based on seniority in the position (1 point per year, up to 40) and language proficiency, including Basque depending on the area.

Tribunals and Allocation

The qualifying tribunals, composed of personnel from the Department of Interior, Public Service and Justice and representatives from the Personnel Commission, may be constituted from the day of publication. The allocation of vacancies will be carried out in order of score, and the choice of destination shall be mandatory. An administrative appeal (recurso de alzada) against the call and its bases may be filed before the Counselor of Interior, Public Service and Justice within one month.

The simultaneous publication of these four calls opens a window for internal mobility for thousands of permanent civil servants of the Foral Community, who will be able to improve their destination without the need to pass new selection tests. Furthermore, the process contributes to consolidating the workforce and reducing temporary employment in the Navarrese Administration, in line with the measures approved by Foral Law 7/2025.
