Navarra announces 50,000 euros for innovation in subsidized vocational training

The Department of Education of the Government of Navarra has announced 50,000 euros in grants for innovation projects in subsidized Vocational Training centers and Plastic Arts and Design Education centers during the 2026-2027 academic year. The call is approved by Resolution 229E/2026, dated June 25, by the Director General of Education and Vocational Training, Gil Sevillano González, and is published in the Official Gazette of Navarra number 185, dated September 17, 2026, with code BDNS 914071. The deadline for submitting applications is ten business days from the date of publication.

Regulatory Framework and Objectives

The resolution is based on Organic Law 2/2006, of May 3, on Education, which assigns educational administrations the promotion of innovation programs to improve the quality of teaching, and on Royal Decree 1558/2005, of December 23, which tasks integrated centers with promoting innovation and development projects in collaboration with local companies.

Added to this is Foral Decree 54/2008, of May 26, whose Article 3 sets as a strategic objective the promotion of technological and didactic innovation, and the guidelines of the Europe 2030 Strategy. The call is issued under Foral Decree 245/2023, of November 15, regarding the organic structure of the Department of Education, and its management corresponds to the Vocational Training Modernization and Innovation Service.

Five Programs and Amounts

The authorized expenditure amounts to 50,000 euros, charged to budget line 420003-42300-4811-322E00 (Transformation projects in subsidized Vocational Training centers). The grants are distributed through competitive bidding among five programs, with an intensity of 100%:

• KIMUA (methodological transformation): 3,000 euros per project, up to a maximum of 3,000 euros.
• INIZIA (entrepreneurship and educational innovation): 3,000 euros per project, up to 3,000 euros.
• INNOVA (technological and digital innovation and research): 13,500 euros per project, up to 27,000 euros.
• COLABORA (collaboration and interrelation): 8,500 euros per project, up to 8,500 euros.
• FUTURA (variable theme): 8,500 euros per project, up to 8,500 euros; in this edition, projects must be linked to digital autonomy, the circular economy, or the STEM field.

If credit remains after attending to each program, it may be reassigned in this order of priority: INIZIA, KIMUA, FUTURA, COLABORA, and INNOVA.

Beneficiaries and Requirements

Chartered Vocational Training centers and Plastic Arts and Design Education centers in Navarra may apply, through active teaching staff, preferably in teams. When several centers participate, one of them shall act as the coordinating center and will be responsible for requesting and justifying the grant.

Projects must be original, technically and economically viable, developed in collaboration with students, and establish measurable indicators and goals. Both new creations and continuations of previous projects with their own distinct entity are permitted, provided they have not been selected in other innovation calls.

Deadlines, execution, and justification

• Submission of applications: ten business days from the publication in the Official Gazette of Navarra, via electronic means and including annexes II, III, IV, and VII.
• Project execution: during the 2026-2027 academic year, ending before May 31, 2027.
• Justification of expenses: until June 15, 2027, with invoices dated after September 1, 2026, and before June 15, 2027.
• Grant resolution: the Director General of Education and Vocational Training has a maximum period of three months from the closing of applications; silence is understood as a rejection.
• Administrative appeal: before the Counselor of Education, within one month from the day following publication.

The evaluation will be based on 100 points, with a minimum of 60 to avoid rejection, and will consider alignment with the lines of action, definition of objectives, planning, involvement of students and teachers, dissemination, and budget adjustment. Participating teachers may receive certification for up to 35 hours in innovation, and the coordinator up to 40 hours.

Impact for the centers

The call reinforces the autonomy of chartered centers and puts into practice the innovation mandate of educational regulations, with lines ranging from methodological transformation to entrepreneurship, digitalization, and STEM vocations. For the centers, it provides direct funding for classroom and workshop projects and formal recognition of the hours of the involved teaching staff, in a school year where digitalization and the circular economy mark the priority theme of the FUTURA program.
