Navarra calls for 200,000 euros to adapt homes in the Rental Pool

The Director General of Housing of the Government of Navarra has approved the call for grants for improvement and interior adaptation works for homes that join the Rental Pool (Bolsa de Alquiler) or participate in the “rehabilitation for rent” program during the year 2026. The measure, funded with 200,000 euros and expandable up to 300,000, is published in the Official Gazette of Navarra number 167, dated August 25, 2026, via Resolution 2783E/2026, dated July 14, with code BDNS 920490.

The call falls under the exclusive competence of the Chartered Community of Navarra regarding housing (art. 44.1 LORAFNA), materialized in Foral Law 10/2010, which regulates the Rental Pool to facilitate affordable leases. According to the diagnosis of the Rural Housing Strategy (EVR), 90% of rural municipalities classify the shortage of rental housing as a problem of high or very high intensity, and nearly 50% of the causes for the immobilization of the real estate stock are due to a lack of habitability and the need for deep rehabilitations.

Two lines of aid

Natural persons, legal entities, communities of assets, or entities without legal personality that meet the requirements of each line may obtain beneficiary status:

  • Line 1: owners of homes that join the Rental Pool in the 2026 fiscal year, i.e., those transferred or to be transferred during the year.
  • Line 2: tenants of homes included in the “rehabilitation for rent” program.

Amount and conditions

The grant will cover 100% of the action (excluding VAT), with a maximum of 15,000 euros and a minimum of 500 euros per home. Actions initiated as of January 1, 2026, will be eligible. The authorized expenditure amounts to 200,000 euros charged to item 320000-32100-4809-261403 “Grants for the adaptation of homes assigned to the Rental Pool,” expandable by up to 100,000 euros additional in accordance with article 31 of Foral Law 11/2005, of November 9, on Grants.

Deadline and processing

The application period begins the day after publication in the Official Gazette of Navarra and ends when the budget credit is exhausted and, in any case, on November 1, 2026. Applications should preferably be submitted electronically through the Government of Navarra portal or at the Housing Service Registry (calle Alhóndiga 1, 1.º, Pamplona). The grants will be paid ex officio in a single payment via resolution of the Director General of Housing, with the transfer of the home to the Rental Pool or the submission of the responsible declaration or commitment to transfer being an essential requirement.

The call for applications is presented as a key tool to mobilize the stock of vacant or unused housing through economic incentives, guarantee habitability, and promote territorial cohesion and the fight against depopulation in rural environments where the rental supply is inelastic.
