Navarra authorizes solar plant, biomethane network, and BESS storage

The Official Gazette of Navarra number 165, dated August 21, 2026, publishes three resolutions that promote the energy transition of the Foral Community: the authorization of the “Viana Baikal II” 1 MW solar photovoltaic plant in Viana, the biomethane injection network for the HTN Biogás industry between Caparroso and Villafranca, and the favorable environmental impact report for the BESS Caltán storage facility in Cascante. The three files advance renewable generation, biogas utilization, and energy storage.

The authorizations are framed within Law 24/2013, of December 26, on the Electricity Sector, and Royal Decree 1955/2000, which regulate the authorization procedures for electrical installations, as well as Law 34/1998, on the hydrocarbon sector, in the case of gas. The issuing bodies are the Director General of Business Promotion and Infrastructure and the Director General of the Environment of the Government of Navarra.

“Viana Baikal II” solar plant in Viana

Resolution 150/2026, of August 4, from the Director General of Business Promotion and Infrastructure grants prior administrative and construction authorization to Baikal Solar, SLU for the “Viana Baikal II” photovoltaic plant, 1 MW, on plots 617 and 618 of polygon 19 in Viana.

• Installed capacity: 1 MW, according to article 5 of Royal Decree 997/2025.
• Shares plots and evacuation infrastructure with the “Viana Baikal” plant (file 5583-CE), authorized one week prior.
• Execution period: thirty-six months.
• It has a favorable environmental impact report (Resolution 320E/2024) and authorization for uses on non-urbanizable land (Resolution 107E/2026).

HTN Biogás biomethane injection network

Resolution 164/2026, of August 3, from the Director of the Industrial Planning, Energy Infrastructure and Mines Service grants Nedgia Navarra, SA the administrative authorization, the approval of the execution project, and the declaration of public utility for the gas network and its adaptation for biomethane injection from the HTN Biogás industry to the existing RAA-E02 network, in Caparroso and Villafranca (file 0005-GR).

• Injection module to filter, regulate, and odorize the gas on cadastral plot 310000000002225335PH in Caparroso.
• MOP 16 bar underground piping in 4", 6", and 10" steel pipes, approximately 6,000 meters long to Villafranca.
• The biogas comes from the organic waste biomethanization plant in Caparroso, which currently generates 5,700 kW of electricity with three motogenerators.
• Execution period of thirty-six months and a guarantee of 2% of the budget before the start of works.

BESS Caltán Storage in Cascante

Resolution 826E/2026, of July 31, from the Director General of Environment, issues a favorable environmental impact report for the “Caltán BESS Storage (0181-ALM)”, of 5 MW and 20 MWh, promoted by Energía Iota Storage SL in Cascante.

• It will occupy 0.04 fenced hectares of plot 74 of polygon 11 in Cascante.
• Energy will be evacuated via a 30 kV underground line to the Tudela collecting/step-up substation, connected to the Tudela 66 kV SE of I-DE Redes Eléctricas Inteligentes.
• The overall impact is assessed as compatible, with no effect on Natura 2000 networks or protected areas.

Impact for Navarra

With these three authorizations, Navarra consolidates a complete energy ecosystem: distributed solar generation, the use of biogas for injection into the gas grid, and battery storage that reinforces system stability. The combination of renewables, biomethane, and storage places the Foral Community on the path toward its decarbonization goals, with projects that also generate economic activity and employment in the rural areas of Viana, la Ribera, and the middle zone.
