Navarra approves 355 teaching positions for the 2026 competitive examinations

The Government of Navarra has approved the partial public employment offer for non-university teaching staff for the year 2026, which comprises 355 positions and another 35 reserve positions for people with disabilities. The measure is detailed in Foral Decree 59/2026, of August 26, published in the Official Gazette of Navarra number 181, of September 14, 2026, in the Competitive Examinations and Contests section. The decision was adopted by the regional Executive in a session held on August 26, 2026.

Regulatory Framework

The offer is framed within the staff replacement rate provided for in Article 20 of Law 31/2022, of December 23, on the General State Budgets for the year 2023, extended for 2026. Education constitutes a priority sector, therefore a replacement rate of 120 percent is applied. The proposal was negotiated in the General Negotiation Table for civil service and statutory personnel and submitted by the departments of Interior, Public Service and Justice and Education.

The 355 positions appear as vacancies in the organic staff and have sufficient budgetary allocation for their provision. The specialty and language of each position will be determined by a foral decree modifying the organic staff, in accordance with Article 31.2 of Foral Law 16/2025, of December 22, on the General Budgets of Navarra for 2026.

Distribution of Positions

The positions are distributed among the different teaching bodies as follows:

• Secondary Education Teachers: 88 positions.
• Primary School Teachers: 234 positions.
• Official Language School Teachers: 11 positions.
• Specialist Teachers in Singular Sectors of Vocational Training: 13 positions.
• Education Inspectors (Spanish): 6 positions.
• Education Inspectors (Basque): 3 positions.

Reserve for People with Disabilities

The decree reserves 35 positions for people with a disability degree equal to or greater than 33 percent, distributed by body:

• Secondary Education Teachers: 9 positions.
• Primary School Teachers: 23 positions.
• Official Language School Teachers: 1 position.
• Specialist Teachers in Singular Sectors of VT: 1 position.
• Education Inspectors (Spanish): 1 position.

The distribution by specialty and language will be specified following a report from the Department of Social Rights, Social Economy and Employment, prior to the call for the entry selection tests.

Impact for Applicants

The positions will be offered according to the requirements listed in the organic staff table as of the date of approval of the respective entry call. This offer is added to those approved in previous years through Foral Decrees 116/2024, 119/2024, and 96/2025, consolidating a stable calendar of teaching competitive examinations in the Foral Community. For the thousands of candidates preparing for the tests, the publication establishes the volume of positions called and marks the starting point for the next entry call.
