Navarra increases by 5,000 euros the credit for new farmers

The Official Gazette of Navarra publishes this Thursday, August 13, 2026, Resolution 250E/2026, of July 24, of the Director General of Rural Development, by which the authorized credit for aid for the establishment of new farmers in the 2026 call is increased by 5,000 euros. The measure, framed within the Strategic Plan of the Common Agricultural Policy (PEPAC 2023-2027) and registered with code BDNS 879137, responds to the excess of eligible applications over the initial budget and seeks to sustain generational renewal in agriculture in Navarra.

The expansion is based on the Agreement of the Government of Navarra of November 26, 2025, which authorized the Director General of Rural Development to commit expenditure of 260,000 euros to finance the 2026 call, distributed between the 2026 and 2028 annual installments, as well as to increase that credit up to a maximum of 500,000 euros in each fiscal year, in accordance with letter a) of article 31.3 of Foral Law 11/2005, of November 9, on subsidies.

On that basis, Resolution 594E/2025, of December 30, approved the 2026 call and authorized an initial expenditure of 130,000 euros in fiscal year 2026 and another 130,000 in 2028, charged to budget item 720004-72200-7700-412112 PEPAC FEADER 2023-2027, subject to the existence of adequate and sufficient credit.

Increase of 5,000 euros, in equal parts between 2026 and 2028

The credit of the call is increased by a total of 5,000 euros, of which 2,500 correspond to fiscal year 2026 and 2,500 to fiscal year 2028, charged to budget item PEPAC FEADER 2023-2027 of the 2026 expenditure budget and to the equivalent item of the 2028 budget. The resolution, signed on July 24 in Pamplona by the Director General of Rural Development, Rubén Goñi Urroz, is issued in exercise of the powers conferred by Foral Decree 255/2023, of November 15, which establishes the organizational structure of the Department of Rural Development and Environment.

The need for the reinforcement is justified because the expenses foreseen to cover all applications submitted and eligible in the 2026 call exceed the initially authorized credit. The processing of the measure is completed with:

  • The registration of the resolution in the Subsidies Database of the Government of Navarra (BDGNS).
  • The publication of the modification in the Official Gazette of Navarra, made in issue number 159 of August 13, 2026 (page 29569).

Appeals and deadlines

Against Resolution 250E/2026, an administrative appeal may be lodged with the head of the Department of Rural Development and Environment within one month, counted from the day following its publication in the Official Gazette of Navarra.

The extension, of moderate amount but with relevant practical effect, ensures that no eligible application for the establishment of young and new farmers is left unattended due to lack of budget in a campaign with strong demand for generational renewal. With it, Navarra maintains the commitment of the PEPAC 2023-2027 to facilitate access to agricultural activity for a new generation of rural professionals.
