Navarra extends the deadline for irrigation grants to December 22
Por FactBox Admin

The Director General of Rural Development of the Government of Navarra, Rubén Goñi Urroz, has extended the deadline for submitting CAP aid applications for modernization and transformation into irrigation from November 30 to December 22, 2026. The decision is formalized in RESOLUTION 395E/2026 and RESOLUTION 396E/2026, both dated October 21, published in the Official Gazette of Navarra no. 222, of November 6, 2026, on pages 39428 and 39429. The two resolutions modify the first section of base 12 of the regulatory bases of the respective calls.
The aid is framed within Regulation (EU) 2021/2115, which incorporates investment aid in its articles 73 and 74, and in the CAP Strategic Plan (PEPAC) 2023-2027 of Navarra, within sub-intervention 6841 for productive investments in agricultural holdings. The calls for the 2026 financial year were approved on September 8, 2026, through RESOLUTION 314E/2026 and RESOLUTION 315E/2026, and were published in the Official Gazette of Navarra no. 201, of October 9, 2026. The period began the day after that publication, October 10, and was scheduled to close on November 30.
The classification of holdings, the reason for the delay
The department justifies the extension on the grounds that the application period coincides with the new classification process for agricultural holdings carried out by the Registry of Agricultural Holdings. This coincidence, the resolution admits, “will cause difficulties in the submission of aid applications by the beneficiaries.”
Given this situation, the Agricultural Holdings and Agri-Food Promotion Service proposed extending the submission deadline until December 22, 2026, a measure adopted by the Directorate General of Rural Development in exercise of the powers of article 32 of Foral Law 11/2019 and Decree 255/2023, regarding the organic structure of the Department of Rural Development and the Environment.
- Modernization in irrigation: RESOLUTION 395E/2026, which modifies RESOLUTION 314E/2026; grant R247, code BDNS 928409, measure 6841.1 for climate change mitigation and efficient use of resources.
- Transformation into irrigation: RESOLUTION 396E/2026, which modifies RESOLUTION 315E/2026; grant R159, code BDNS 928380, measure 6841.2 oriented towards the competitiveness of holdings.
One million euros per line, extendable by 500,000
Each of the two calls authorizes an expenditure of 1,000,000 euros charged to the 2028 financial year, under budget item 720004-72200-7700-412113 (PEPAC EAFRD 2023-2027), subject to the existence of adequate and sufficient credit. This amount may be increased by a maximum of 500,000 euros charged to the Rural Development budget program. The expenditure was authorized by agreement of the Government of Navarra on April 22, 2026, and both lines have 40% co-financing from the EAFRD.
Natural and legal persons who are holders of agricultural holdings may be beneficiaries, excluding public administrations and the public entities and companies dependent on them. The grant is resolved through competitive bidding and requires a minimum of 30 scale points to be eligible for the aid.
Execution until May 2028
The instructing body is the Agricultural Holdings Promotion and Agricultural Association Section, attached to the Agricultural Holdings and Agri-Food Promotion Service of the General Directorate of Rural Development, and processing is carried out exclusively by electronic means. The investment plan must be executed by the deadline of May 2, 2028, with the possibility of an extension—requestable until February 29, 2028—which would extend the deadline to September 15, 2028.
The extension published this Friday adds 22 calendar days to the application schedule, which now closes on December 22, 2026, for both lines. The resolutions were signed in Pamplona/Iruña on October 21, 2026, and do not exhaust the administrative route.
The postponement provides leeway for Navarrese agricultural holdings which, due to the update of the Agricultural Holdings Registry catalog, cannot complete in time an application that requires updated registry data and technical documentation of the investment plan. With two million euros at stake—expandable by another million—and execution extending until 2028, the new calendar prevents administrative procedures, rather than the quality of the projects, from deciding which holdings access the irrigation aid.
