Navarra awards Basic and Intermediate Level Vocational Training vacancies

The Official Gazette of Navarra number 169, dated August 27, 2026, publishes the instructions that will govern the allocation of vacant places for Basic and Intermediate Vocational Training cycles for the 2026-2027 academic year. Resolutions 554/2026 and 555/2026, signed by the Director General of Education and Vocational Training, Gil Sevillano González, open the Vacancy Allocation Procedure (PAV), which will take place between late August and the first fortnight of September.
Two resolutions, two levels
Resolution 554/2026, dated August 12, regulates the PAV for Basic Level cycles in public, semi-private (concertados), and authorized organizations. Resolution 555/2026, dated August 17, does the same for Intermediate Level cycles and professional teachings in Plastic Arts and Design. Both modify, exclusively for this procedure, the dates provided in Resolution 41/2026, dated February 24, in order to extend the period between the provisional list and the first definitive allocation to facilitate appeals and corrections.
The regulatory framework is based on Foral Order 40/2024, dated April 11, from the Counselor of Education, and Foral Decree 245/2023, dated November 15, which grants the general directorate the competence to establish these instructions.
Calendar and key deadlines
Vacancies are published on August 27 and correspond to the places verified by the Department of Education at 2:00 PM on August 26. Applications shall be submitted from August 28 to 31, with in-person closing on the 31st at 2:00 PM and electronic closing at 11:59 PM.
- Basic Level: provisional list on September 3; appeals from the 4th to the 8th; first definitive list on the 9th; enrollment on the 10th; second list on the 11th; enrollment on September 14.
- Intermediate Level: provisional list on September 4; appeals from the 4th to the 8th; first definitive list on the 10th; enrollment on the 11th; second list on the 14th; enrollment on September 15.
How and who can participate
Each student may only submit a single application; submitting more than one will lead to exclusion from the PAV. The application is formalized by students of legal age or, in the case of minors, by those holding parental authority or legal guardianship. It may be submitted in person at the secretary’s office of the first-choice center or electronically through Educa-Portal.
Those who have completed the ordinary admission process without obtaining a place may participate, as well as those coming from Special Vocational Training, from the first year of a basic grade cycle or from a Special Curriculum Unit, and young people aged 15 to 18 who are not schooled in the Spanish system. Participants are grouped into groups A to E according to their situation, and each option is composed of the cycle, the center, the course, and the characteristics of the offer (language and shift).
Relevance for families
The PAV is the last opportunity, before the start of teaching activities, to obtain a place in the Vocational Training cycles of the Chartered Community. After the enrollment of the second definitive list, the first-year vacancies that remain free will be offered in the Allocation of Free Places (APL), while for the second year, the process outside the ordinary deadline concludes with this procedure. An administrative appeal (recurso de alzada) may be filed against the resolutions before the Counselor of Education within one month of their publication.
