Navarra opens the second call for training grants with employment contracts

The Navarre Employment Service-Nafar Lansare (SNE-NL) has opened the second 2026 call for grants for training actions with a hiring commitment aimed at unemployed persons in the Chartered Community of Navarra. The call, approved by Resolution 4802E/2026, dated August 18, by the general manager of SNE-NL, María Esther Fernández Razquin, authorizes an expenditure of 333,889.85 euros, expandable up to 1,500,000 euros. It is published in the Official Gazette of Navarra, number 177, dated September 8, 2026, with code BDNS 925449.
The measure is part of the Spanish Strategy for Active Employment Support 2025-2028 and the Navarre Active Employment Policies Plan 2025-2028, which place training with a hiring commitment among their priority axes. The objective is to create employment, facilitate the insertion of unemployed persons, respond to the hiring needs of companies, and encourage the incorporation of women into sectors where they are underrepresented. Processing is carried out under an individualized evaluation regime, in order of submission of applications and until the credit is exhausted, in accordance with Foral Law 11/2005, of November 9, on Grants.
Beneficiaries and hiring commitment
Companies, their associations, or entities with workplaces in Navarra that assume the commitment to hire the trained persons, as well as public or private training entities and groups of entities, may apply for these grants. Public administrations and public companies are excluded.
- Beneficiary entities must hire at least 40% of the persons who complete the training with a positive evaluation.
- Contracts shall preferably be for an indefinite period or, in any case, with a minimum duration of 6 months full-time or 9 months part-time.
- Hiring must take place between the second day of the training action and the 6 months following its completion.
Eligible training and amounts
Technical training will be financed up to a maximum of 300 hours per participant (360 in programs aimed at persons with disabilities), according to the Catalog of Training Specialties. The specialty CTRC0020 for digital transformation, sustainable development, and gender equality is included, along with coordination support of 22 euros/hour for business associations or clusters.
- Training actions must begin within 3 months of notification and may be executed until October 30, 2027.
- The cost of teaching staff shall represent at least 35% of the requested grant, with a minimum hourly cost of 40 euros.
- Unemployed persons may access scholarships and grants for transport, meals, accommodation, work-life balance, and specific scholarships for women, persons with disabilities, and victims of gender-based violence.
Deadline and submission of applications
Applications shall be submitted electronically through the Government of Navarra portal, using the standardized model of the call’s form. The period opens the day following its publication in the Official Gazette of Navarra and ends on November 30, 2026.
- Each entity may submit a maximum of one application per month, with a single training project.
- Projects from the Social Care professional area (SSCG) will not be admitted, as they were covered by the previous call.
- The maximum period to resolve and notify shall be three months from the submission of the application.
The call responds to a context of difficulty for companies to fill positions, which the Navarra Business Confederation (CEN) estimates at 3,479 hard-to-fill positions, and an unemployment rate in Navarra of 7.88% in the second quarter of 2025. With a budget expandable up to 1.5 million euros, this second call seeks to accelerate the labor insertion of unemployed persons and adjust the training offer to the real demands of the Navarrese productive fabric.
