Navarra opens the period to propose candidates for the 2026 Gold Medal

The Government of Navarra has opened the period for submitting nominations for the Medalla de Oro de Navarra / Nafarroako Urrezko Domina 2026, the highest honorary distinction awarded by the Foral Community. The call for nominations is published in the Official Gazette of Navarra number 167, dated August 25, 2026, through Foral Order 37/2026, dated June 17, signed by the Councilor for Presidency and Equality, Javier Remírez Apesteguía.
The purpose of the call is to ensure citizen participation in the process of granting an award that recognizes individuals, institutions, entities, and groups who have stood out for their contribution to the improvement of society, the consolidation of democratic values, and the external projection of Navarra. Proposals may be submitted until 2:00 PM on October 2, 2026.
Regulatory Framework and Issuing Body
The call is based on Foral Decree 38/2018, of May 23, which regulates the awarding of the Gold Medal of Navarra, as amended by Foral Decree 36/2020, of June 3. This regulation establishes that the head of the department competent in institutional relations shall annually approve, before October 1, a public call for proposals. The order is issued in exercise of the powers attributed by article 5.1 of the aforementioned decree, in relation to Foral Decree 238/2023, of November 15, which establishes the organic structure of the Department of Presidency and Equality.
Who Can Submit Nominations
Institutions, entities, associations, and any natural or legal person may propose nominations. Proposals submitted by those requesting the award for themselves or for the organizations they legally represent are excluded.
The documentation to be provided includes:
- Duly completed application form, which appears in the annex of the rules.
- Name of the proposed person, institution, entity, or group, along with their contact details or those of their representatives.
- A report detailing the merits of the nomination.
Applications should be addressed to the Institutional Projection and Navarra Brand Service of the Department of Presidency and Equality, indicating “Medalla de Oro de Navarra / Nafarroako Urrezko Domina”. They may be submitted through the General Electronic Registry of the Government of Navarra, at the registration offices of the Foral Executive, or at any of the locations provided for in article 16 of Law 39/2015, of October 1, on the Common Administrative Procedure.
Evaluation and Awarding
The candidacies will be examined by a jury chaired by the head of the department competent in institutional relations, with members and a secretariat exercised by the director of the service with competencies in institutional projection and Marca Navarra, who will act with a voice but without a vote. The jury will preferentially evaluate criteria such as exemplary personal or collective performance, contribution to democratic values, solidarity, gender parity, the promotion of education, health, the environment, and social progress, as well as the promotion of Navarra’s image abroad.
The jury will choose up to three candidacies from among those submitted and will submit them to the Government of Navarra, which, at the initiative of the Presidency or any of its members, will select one of them and approve its granting, subject to the agreement of the recipient of the Medal. An administrative appeal (recurso de alzada) may be filed against the regional order (orden foral) and the rules it incorporates before the Government of Navarra within one month of its publication.
Relevance of the call
The opening of this period makes the citizenry the protagonist in the selection of the highest honorary distinction of the Foral Community, a recognition that each year distinguishes those who best embody the values of Navarrese society. With citizen participation as its axis, the 2026 call reinforces the collective and democratic character of an award that transcends the institutional sphere to project the image of Navarra within and beyond its borders.
