Navarra opens four calls for the 2026 Waste Fund for 15.9 million

The General Directorate of the Environment of the Government of Navarra has published in the Official Gazette of Navarra number 166, dated August 24, 2026, four calls for grants from the 2026 Waste Fund totaling approximately 15.9 million euros. The aid is directed at companies, local entities, and owners of non-residential buildings containing asbestos, and is processed under a competitive bidding or individualized evaluation regime.

The 2026 Waste Fund is funded by 7,103,423 euros, of which 6,894,350 euros come from the tax on landfill disposal and waste incineration and 209,073 euros from fines for waste-related infractions. Its distribution was approved by Foral Order 15E/2026, from the Counselor of Rural Development and Environment, and is framed within Foral Law 14/2018, of June 18, on Waste and its Taxation, and Foral Decree 49/2020, of July 15, which regulates the Fund.

Aid for companies for the flow of other waste

Resolution 717E/2026, of July 15, approves the call “Flow of other waste for companies” (BDNS code 920613), with a credit of 1,705,000 euros and a maximum additional amount of another 1,705,000 euros. Companies with a production center in Navarra and agents of the Navarrese R&D&i System (SINAI) are eligible. The application period is two months from publication.

• Line 1 (€1,159,200): prevention, reuse, and recycling of industrial waste.
• Line 2 (€194,900): industrial R&D&i and circular economy projects.
• Line 3 (€156,000): new applications for construction and demolition waste.
• Line 4 (€194,900): use of recycled aggregates and their certification.

Asbestos removal in non-residential buildings

Resolution 737E/2026, of July 20, announces the grant under an individualized regime to remove construction elements containing asbestos in private buildings of non-residential use (BDNS code 920543). The credit amounts to 655,332 euros, extendable by another 655,332 euros, and applications can be submitted until October 31, 2026. The measure is aligned with the Master Plan for asbestos removal in Navarra, coordinated by the Institute of Public and Occupational Health.

Aid for local entities for domestic waste

Resolution 752E/2026, dated July 21, approves the call for “Multi-year domestic flow-investments” (BDNS code 920938), with 4,800,000 euros for local entities that have contributed domestic and commercial waste to the Fund. Resolution 754E/2026, dated July 21, regulates the “backbone investments” line (BDNS code 921254), endowed with 8,800,000 euros for domestic and commercial waste treatment infrastructures. In both cases, the submission deadline is two months from the date of publication.

The four calls are processed electronically through the procedures catalog of the Government of Navarra Portal, and the resolutions, signed by the Director General for the Environment, Ana Bretaña de la Torre, do not take effect until the corresponding extract is published in the bulletin. The call for companies and those for local entities are resolved within a maximum of two months from the closing of the deadline.

The publication concentrates nearly all of the year’s environmental funding into a single bulletin, making these grants a direct opportunity for Navarrese companies and city councils to promote circular economy projects, remove asbestos, and modernize their waste management infrastructures before the end of the fiscal year.
