Navarra abre 9 millones en ayudas a la eficiencia energética industrial

The Government of Navarra has announced 9,016,892.99 euros in grants for energy efficiency actions in SMEs and large companies within the industrial sector, funded by the National Energy Efficiency Fund. The call is approved via Resolution 272E/2026, dated October 7, by the Director General for Energy and Digital Transition, Business R&D&i and Entrepreneurship, Garbiñe Basterra Olóriz, and is published in the Official Gazette of Navarra number 213, dated October 26, 2026, with code BDNS 934417.

The distribution of a 300 million state fund

The state program for industrial energy efficiency grants is endowed with 300,000,000 euros from the National Energy Efficiency Fund, the supervision of which corresponds to the Monitoring and Control Committee attached to the Ministry for the Ecological Transition and the Demographic Challenge, and whose management is executed by the IDAE. The allocation to Navarra was agreed upon in the Sectoral Energy Conference, in a session held via written procedure between December 11 and 17, 2025.

From that distribution, 9,280,458 euros were allocated to the Foral Community; after deducting indirect costs, the financial commitment of this line stands at 9,016,892.99 euros, charged to item 820001-82500-7701-425212 [PEP E-26-000793-01] of the 2026 Expenditure Budget.

The reference framework is Article 8 of Directive (EU) 2023/1791, which obliges Member States to achieve cumulative final energy savings between 2021 and 2030, and the PNIEC 2023-2030, which positions industrial efficiency as a priority measure. The call also contributes to the Integrated Energy and Climate Roadmap of Navarra 2050 (ENERKLINA 2050).

What is subsidized and who can apply

The eligible actions are grouped into two typologies:

  • Improvement of technology in industrial equipment and processes.
  • Implementation of energy management systems.

Eligible beneficiaries may be SMEs and large industrial companies falling under divisions 07 to 39 of the CNAE 2025, ranging from mineral extraction and the food industry to metallurgy, chemicals, machinery manufacturing, electricity supply, and waste management. Energy service companies acting through energy service contracts are also eligible, provided the grant is passed on to the owner or operator of the facilities.

Requirements include being registered or having applied for registration in the Industrial Registry of Navarra, not causing significant harm to environmental objectives according to Regulation (EU) 2020/852, not being an “undertaking in difficulty” according to Regulation (EU) 651/2014, and having an equality plan for companies with more than 50 employees.

Deadlines, amounts, and processing

The submission period begins the day following its publication in the Official Gazette of Navarra, that is, October 27, 2026, and extends until June 30, 2027, inclusive, without prejudice to a possible extension.

  • Maximum amount per application: 1,000,000 euros, extendable if budget availability exists.
  • One application per action, mandatory electronic submission through the Procedures Catalog of the Navarra portal.
  • Actions cannot begin before the registration of the application.
  • Three mandatory bids when the eligible cost exceeds 30,000 euros for works or 12,000 euros for equipment supply or consultancy.
  • Resolution within a maximum period of six months; administrative silence is considered a rejection.
  • Execution and justification within 24 months from notification, not exceeding June 30, 2030.
  • Subcontracting permitted up to 100% of the subsidized cost.

The grant is resolved under an individualized evaluation regime, authorized by the Government of Navarra Agreement 3284, of September 2, 2026, and in order of submission of applications; if the credit is exhausted, a provisional reserve list may be established. The managing body is the Energy Transition Service, which submits the proposal to the General Directorate for Energy and Digital Transition, Business R&D&i and Entrepreneurship. Notifications are carried out through the DEHú.

Impact on the Navarrese industrial fabric

The call arrives with the industrial sector consuming around 25% of final energy and with energy efficiency as the declared axis of the regional climate policy. For Navarrese companies, it represents a nine-month window to finance the renovation of equipment and processes and the implementation of energy management systems, with the warning that actions cannot begin before registering the application. Against the resolution, which does not exhaust the administrative route, an appeal for reversal may be filed before the counselor of Industry and Ecological and Digital Business Transition within one month from the day following its publication.
