Navalonguilla approves the increase in municipal cemetery fees

The Navalonguilla City Council has definitively approved the modification of the Fiscal Ordinance regulating the Tax for the provision of municipal cemetery services, which updates the fees for burials, graves, niches, and columbariums. The agreement, initially adopted by the Plenary on July 6, 2026, became definitive as no claims were filed during the public exhibition period, and its full text is published in the Official Gazette of the Province of Ávila number 170, dated September 3, 2026 (number 1755/26).

The modification affects articles 5 and 6 of the ordinance, relating to the tax quota and exemptions and bonuses, and is published in compliance with the provisions of article 17.4 of Royal Legislative Decree 2/2004, of March 5, which approves the Regulatory Law of Local Treasuries.

New tax quotas

Article 5 sets a fixed fee of 100 euros per burial and establishes the rates for the allocation of graves, niches, and columbariums:

• Graves: 100 euros.
• Niches: 1,500 euros.
• Columbariums: 400 euros.
• Use of niches and columbariums for the introduction of incinerated remains (ashes): 400 euros.

The ordinance specifies that all types of graves, niches, or columbariums that become vacant for any reason revert to the City Council. The right acquired through the payment of the fee does not confer physical ownership of the land, but rather the right to preserve the inhumed remains during the maximum period established in current legislation. Columbariums may be used for more than one body upon payment corresponding to each.

Exemptions and bonuses

Article 6 maintains exemptions for services provided on the occasion of burials of asylum seekers from Public Welfare (Beneficencia), provided that the transport is carried out by the establishments and without funeral pomp paid for by the family; the burials of corpses of the solemnly poor; and inhumations ordered by the judicial authority that are carried out in the common grave.

Taxpayers who have the status of resident and are registered in the municipality for a minimum of one year may benefit from the following bonuses:

• 50% of the fixed fees per burial.
• 20% of the allocations for niches and columbariums.
• 20% of the use of niches and columbariums for the introduction of incinerated remains (ashes).

Appeal period

Against the agreement, once made final, and against the ordinance, interested parties may file a contentious-administrative appeal before the High Court of Justice of Castilla y León within two months starting from the day following its publication in the Official Provincial Gazette. The announcement appears signed in Navalonguilla on August 27, 2026, by the mayor, Serafín Pérez Chaparro.

The new fee, which sets the niche at 1,500 euros, represents a significant increase in the cost of municipal funeral services and directly affects all residents of the municipality, who will see the impact mitigated thanks to registration bonuses.
