Navalmanzano: public information on the Bío Montalvo biogas plant

The Regional Ministry of Agriculture, Livestock, Rural Environment and Environmental Policy of the Junta de Castilla y León has opened for public consultation the application for environmental authorization and the environmental impact study for a biogas production plant and its purification into biomethane from slurry and manure in Navalmanzano (Segovia). The announcement is published in the Official Gazette of Castilla y León (Boletín Oficial de Castilla y León) no. 184, dated September 22, 2026, with the reference BOCYL-D-22092026-184-31 and file number 139-24-AASG. The resolution opens a period of thirty business days for any interested party to submit allegations.

A livestock waste recovery project

The promoter is Bío Montalvo, S.L., which plans the installation on plots 74, 75, 76, 77, and 78 of Polygon 13 in the municipality of Navalmanzano, in the province of Segovia. According to the description in the announcement, the plant would produce biogas from agricultural and livestock waste—slurry and manure—and subsequently purify it into biomethane.

The activity falls under heading 5.4 of the Industrial Emissions Regulation, approved by Royal Decree 815/2013, of October 18: recovery or a mixture of recovery and disposal of non-hazardous waste with a capacity exceeding 75 tonnes per day, including biological treatment. The file also incorporates heading 4.3, relating to chemical installations for the manufacture of phosphorus, nitrogen, or potassium-based fertilizers.

Environmental assessment and applicable regulations

The Regional Ministry acts in accordance with Article 16 of the consolidated text of the Law on Integrated Pollution Prevention and Control, approved by Royal Legislative Decree 1/2016, of December 16; Article 36 of Law 21/2013, of December 9, on Environmental Assessment; and Articles 13 and 55 of the consolidated text of the Environmental Prevention Law of Castilla y León, approved by Legislative Decree 1/2015, of November 12.

Regarding environmental impact, the project is subject to Article 7.1.a) of Law 21/2013—Annex I projects, including fragmented ones that reach their thresholds through accumulation—and is classified in group 9 b), waste disposal or recovery installations not included in Annex I, and in group 5, chemical industry, section 3, phosphorus, nitrogen, or potassium-based fertilizers.

Thirty business days to submit allegations

The period is thirty business days and is counted, in accordance with Law 39/2015, of October 1, on Common Administrative Procedure, from the day following the publication of the announcement in the Official Gazette of Castilla y León. During this period, as many allegations and observations as deemed appropriate may be submitted.

The file may be examined from Monday to Friday, from 9:00 AM to 2:00 PM, at:

• The Territorial Environmental Service of Segovia, at 5 Plaza Reina Doña Juana.

The publication also allows interested parties to participate in the procedure, who may submit their allegations to the General Directorate of Environmental Policy using a downloadable form, indicating the file number 139-24-AASG as a mandatory requirement. The announcement was signed in Valladolid on September 9, 2026, by the Director General of Environmental Policy, José Guirao Sola.

Impact on the livestock sector and residents

The processing directly affects the livestock sector of the region, which would find in the plant an outlet for the slurry and manure that it currently manages as waste, and the residents of Navalmanzano, who are called upon to comment on an industrial biological treatment facility located on rural land in Polygon 13. The integrated environmental authorization being processed is what will subsequently establish the conditions for emissions, odors, discharges, and waste management under which the plant must operate.

File 139-24-AASG is thus open to public scrutiny for one month, a procedure that determines whether the project by Bío Montalvo, S.L. receives environmental green light or must be corrected before its final authorization.
