Naval puts out to tender the rental of a municipal housing unit at 160 euros

The Naval City Council, a municipality in the province of Huesca, has called a public tender for the lease of a single-family dwelling owned by the municipality, located at 14 Bis Daniel Ballarín Street. The announcement is published in the Official Gazette of the Province of Huesca, issue number 155, corresponding to Monday, August 17, 2026, under reference BOPH-2026-155006.
The operation responds to an affordable housing policy initiative in a rural municipality in the south of the province of Huesca, where population retention —especially families with minor children— is a recurring structural challenge.
Purpose and conditions of the dwelling
The dwelling subject to the tender is delivered furnished and equipped for immediate occupancy, and is intended exclusively as the habitual and permanent residence of the successful bidder or cohabiting unit. The contract has an initial term of one year, extendable up to a maximum of seven years in accordance with current legislation.
The minimum tender rent is set at €160.00 per month (equivalent to €1,920.00 per year), which bidders may improve by offering a higher amount. The successful bidder must provide, prior to the formalization of the contract, a security deposit equivalent to one month’s rent.
Evaluation criteria: priority for families with school-aged children
The award system grants a maximum score of 100 points, distributed among three criteria:
- Children under 12 years old enrolled in school or with a commitment to enroll in Naval: up to 50 points —the criterion with the greatest weight—.
- Number of people who commit to registering as residents at the dwelling: up to 30 points.
- Economic offer: up to 20 points.
The award will go to the proposal that obtains the highest overall score. This design explicitly prioritizes the settlement of children and young people in the municipality.
Deadline and procedure for submitting applications
Proposals must be submitted in two sealed envelopes: envelope A will contain the administrative documentation, and envelope B the economic offer together with the documentation evidencing the evaluation criteria. The submission period is one month counted from the publication of the notice in the gazette, that is, until September 17, 2026.

During the submission period, interested parties may arrange an in-person visit to the dwelling.
Demographic context and scope of the initiative
The municipality of Naval is located in the region of Ribagorza, in the Aragonese Pyrenees, a territory affected by rural depopulation. The publication of this call for applications in the BOPH extends it to potential applicants from the entire province. The competition was approved by means of a Mayoral Decree dated 30 July 2026, and the notice bears the signature of the mayor, Jesús Miguel Bellostas Lanau, dated 8 August 2026.
The initiative fits within the lines of action of Aragonese local administrations aimed at putting empty municipal housing on the market at prices lower than those of the private sector, as a tool for demographic revitalisation in rural areas.
