Naturgy submits the Valdepero hybrid photovoltaic plant for public consultation

The Industry and Energy Area of the Government Sub-delegation in Palencia has opened for public consultation the request for an environmental impact statement, prior administrative authorization, and administrative construction authorization for the PFVH Valdepero hybrid photovoltaic installation, with an installed capacity of 24.9 MW. The project, promoted by Naturgy Renovables, S.L.U., will be hybridized with the existing PE Valdepero wind farm, with 30 MW, and affects the municipal districts of Palencia, Fuentes de Valdepero, and Husillos. The announcement is published in the Official Gazette of the Province of Palencia, number 105, dated September 3, 2026.

The request, registered with the Ministry for the Ecological Transition and the Demographic Challenge on August 1, 2024, is being processed under file PEol-FV-258. The competent body to authorize the project is the Directorate General for Energy Policy and Mines, while the Directorate General for Environmental Quality and Evaluation is responsible for formulating the mandatory environmental impact statement, as the project is subject to an ordinary environmental assessment.

A project with an unfavorable environmental precedent

The project is not new to the administrative circuit. By resolution dated June 17, 2025, the Directorate General for Environmental Quality and Evaluation issued an unfavorable ruling on the request to initiate the environmental impact determination procedure, considering that it did not meet the requirements established in Royal Decree-Law 20/2022, of December 27. The new announcement resumes the processing and re-opens public participation.

Technical characteristics of the installation

The hybrid photovoltaic plant presents the following main characteristics:

• Installed capacity of 24.9 MW and a peak capacity of 27.5 MWp.
• 48,608 photovoltaic modules with bifacial monocrystalline silicon cells, with a unit capacity of 565 Wp.
• 83 inverters with a unit capacity of 300 kW and 6 transformation centers of 6,600 kVA or 3,300 kVA.
• 20 kV underground lines connecting the transformation centers and linking the plant to the “Parque Eólico Valdepero 220/20 kV” substation via a 3,212.18-meter conduit.
• Expansion of the substation “Parque Eólico Valdepero 220/20 kV”, in the municipal district of Fuentes de Valdepero (cadastral reference 34077A00800034).

The material execution budget amounts to 13,693,236.91 euros. The rest of the evacuation infrastructure, from the substation to the connection with the transmission grid at the Grijota 400 kV electrical substation, owned by Red Eléctrica de España, S.A.U., is already in service and is not part of the scope of this file.

Deadline and method for submitting allegations

Interested parties may examine the projects at the Government Sub-delegation in Palencia (Avda. Casado del Alisal, 4) and on the website of the Government Delegation in Castilla y León. Allegations may be submitted within a period of 30 business days starting from the day following the publication of the announcement, in person at any Administration registration office or through the General Electronic Registry of the General State Administration (reg.redsara.es). In-person consultation requires a prior appointment via telephone at 979 999 000 or at industria.palencia@correo.gob.es. The announcement is signed by the director of the Functional Area of Industry and Energy, Alfredo Catalina Gallego, in Palencia, on August 18, 2026.

The processing of this hybrid plant, which will combine solar and wind generation sharing a grid access point, is relevant for the province of Palencia due to its impact on the deployment of renewables and on the territory of three municipalities. Citizen participation in the allegations process will be decisive for the Directorate General for Environmental Quality and Assessment to resolve the environmental impact statement of a project that already has a previous unfavorable report.
