Naturgy obtains authorization for hybrid solar park in Albacete

The Ministry for the Ecological Transition and the Demographic Challenge has granted Naturgy Vento, SAU, the prior administrative authorization for the Hibridación Casa del Aire I solar photovoltaic park, with an installed capacity of 49.35 MW, which will be hybridized with the Casa del Aire I wind farm, of 50.4 MW, in the municipality of El Bonillo (Albacete). The decision is detailed in the Resolution of June 3, 2025, from the General Directorate of Energy Policy and Mines, published in the Official State Gazette number 206, of August 22, 2026, with reference BOE-A-2026-18030.
The resolution, signed by the general director Manuel García Hernández, also authorizes the project’s evacuation infrastructure, which includes a 30 kV medium-voltage underground network and the expansion of the Casa del Aire 20-30/132 kV electrical substation. The file, with code PEol-FV-094, was initiated in the Industry and Energy Department of the Government Sub-delegation in Albacete and processed in accordance with Royal Decree 1955/2000 and Law 21/2013 on environmental assessment.
A project that started in 2022
The processing began on December 7, 2022, when Energías Alternativas Castilla La Mancha, SLU, requested the prior administrative authorization, the construction authorization, and the declaration of public utility. On January 30, 2024, Naturgy Vento, SAU, requested the change of ownership of the installation, which was granted on February 28, 2025, by the Sub-directorate General of Infrastructure and Integration of the Energy System.
The project has a favorable environmental impact statement (EIS), formulated through the Resolution of February 17, 2025, from the General Directorate of Environmental Quality and Assessment, which establishes the environmental, preventive, corrective, and compensatory conditions. During the processing, the permanent occupation area of the plant was reduced to 32.07 ha, and the biological corridors for fauna were expanded to a minimum width of 60 meters.
Technical characteristics of the plant
The photovoltaic plant, which will evacuate its energy to the transmission grid at the Rómica 400 kV substation, owned by Red Eléctrica de España, SAU, has the following characteristics:
- Installed capacity (according to article 3 of Royal Decree 413/2014): 49.35 MW.
- Installed capacity of the hybridization: 99.75 MW.
- 83,040 modules from the manufacturer Risen, model Titan RSM132-8-650M, 650 Wp.
- 13 inverters from Power Electronics (8 of the FS4200K model and 5 of the FS3150K).
- Access capacity: 50 MW, according to the permits granted by Red Eléctrica de España.
- Support: single-axis tracker; 8 type 1 transformation centers and 5 type 2.
Environmental conditions and deadlines
The DIA imposes extensive environmental conditions, most notably the development of a compensatory measures plan, the compensation of agro-steppe habitat in at least 145 ha (double the occupied area, approximately 72.30 ha), the correction of 10 dangerous power line supports, and the installation of nest boxes, perches, and shelters for protected fauna.
To obtain the administrative construction authorization, the promoter must justify within three months whether the conditions result in a reduction of the authorized power. An administrative appeal (recurso de alzada) may be filed before the Secretary of State for Energy within one month.
One more step in the energy transition
The authorization reinforces Castilla-La Mancha’s commitment to renewable generation by combining solar and wind energy at a single site to better utilize the existing evacuation network. The hybridization of technologies allows for the optimization of land and infrastructure use, a model that the sector considers key to accelerating the decarbonization of the Spanish electrical system.
