Mutxamel activates the 2026 Consumption Vouchers with 377,352 euros from the Provincial Council

The Mutxamel City Council has approved the regulatory bases for the call for the “Mutxamel Consumption Vouchers 2026” grants, a campaign endowed with 377,352.00 euros fully funded by the Provincial Council of Alicante. The text is published in the Official Gazette of the Province of Alicante (BOP) No. 210, of November 4, 2026, within section III, Local Administration, with official reference 8517 and identification code BDNS 937499.

From the provincial BOP to the municipal campaign

The provincial call for grants to city councils for consumption promotion campaigns (Bono-Consumo) was published in BOP No. 137, of July 23, 2026. The Mutxamel City Council formalized its request through Decree No. 1966/2026, of July 31, 2026, for the finally assigned amount. The grant was approved by agreement of the Plenary of the Provincial Council of Alicante in the session of September 23, 2026, a resolution published in BOP No. 183, of September 25, 2026.

The credit appears in the budgetary application 421.43001.48911 (“Domestic trade. Actions for the dynamization of local trade. Stimulus grants for consumption in local businesses”) of the 2026 municipal budget. The initiative is supported by article 33.3.g of Law 8/2010, of June 23, on the Local Regime of the Comunitat Valenciana, and articles 12 to 16 of the General Grants Law 38/2003, of November 17. The bases bear the signature of the mayor-president, Rafael García Berenguer, and are dated in Mutxamel on October 23, 2026.

20-euro vouchers with a subsidy cap of 50 euros per person

Each voucher will have a value of 20 euros and will be subsidized at 50%, meaning the consumer pays the other half at the time of purchase. The limits of the campaign are:

• Maximum total amount of vouchers per person: 100 euros.
• Maximum subsidy per consumer: 50 euros.
• Nominative nature of the voucher, via an alphanumeric code associated with the D.N.I. or N.I.E. of each person.
• Mandatory payment by bank card through the “online” sales platform.
• Possibility of using several vouchers, from one or more people, in a single purchase.

The amount of the voucher is considered a municipal grant and, according to the legal notice included in the bases, must be declared as a capital gain in the 2026 IRPF (Income Tax) in accordance with article 96.2.b) of Law 35/2006. Vouchers not redeemed before the closing date are canceled and do not entitle the holder to a refund of the 50% paid.

Calendar: from November 2 to 30

• Start of bond sales and redemption: November 2, 2026.
• Deadline for use in participating establishments: November 30, 2026.
• Maximum duration of the campaign: one month, with a single call for applications.
• Business enrollment: from the day following the publication of the summary of the rules and throughout the campaign.

If the rules are not published by November 2, the start date will be moved to the day following their publication in the BOP, and the specific date will be announced on the municipal website and social networks. The Mutxamel City Council will also provide an in-person bond purchase service for one day at the start of the sales period, intended for people with difficulties operating online.

Participating businesses, collaborating entity, and excluded activities

Owners of shops, hospitality and service companies with a permanent premises open to the public within the municipality of Mutxamel, with a computer connected to the internet and mechanized issuance of invoices or receipts reflecting the discount, may enroll. They must provide the certificate of status in the economic activities census of the AEAT and the IBAN of the payment account.

Management is handled by the collaborating entity Manantial de Ideas SL (CIF B26450932), awarded the contract by resolution of October 7, 2026, file 41/26 MTX, published on the Public Sector Procurement Platform. This entity will compensate establishments via bank transfer once a week for the validly redeemed bonds.

Excluded from the campaign, according to the annex of excluded activities of the IAE (Royal Legislative Decree 1175/1990), are the retail sale of tobacco (group 646), supermarkets with a sales area of 400 square meters or more (heading 647.4), sales via vending machines, and lottery outlets, betting shops, casinos, bingos, and gaming machines (groups 871 to 873 and 969).

The campaign seeks to reactivate consumption in local commerce and the hospitality sector of Mutxamel, establish a loyal customer base, and attract new buyers at a time of special pressure on small businesses. For residents, the benefit is direct: every euro paid in advance on the platform becomes double the spending power in the municipality’s establishments until November 30.
