Muras somete a exposición pública unha transferencia de crédito de 34.000 euros

The Muras City Council has initially approved a credit transfer of 34,000.00 euros between items of different expenditure areas, processed as file TC 10/2026. The agreement was adopted by the municipal Plenary in an extraordinary and urgent session held on October 13, 2026, and was made public in the Official Gazette of the Province of Lugo no. 237, of October 16, 2026, with reference R. 2786. The file will remain open to the public for fifteen business days for the submission of claims.

The operation is processed as a credit transfer, a modality of budgetary modification that moves allocations between items of different function groups or expenditure areas without altering the total budget. The procedure is regulated by article 177.2, in relation to article 169, of Royal Legislative Decree 2/2004, of March 5, which approves the Recast Text of the Law Regulating Local Treasuries. The initial approval corresponds to the Plenary of the corporation and, once the announcement is published, the file remains available to interested parties for examination and for the formulation of allegations.

The Muras City Council has recently carried out several credit modifications in the same fiscal year. On August 26, 2026, the Plenary initially approved an extraordinary credit of 834,958.67 euros financed by higher revenues than those predicted, as well as a credit supplement of 25,000.00 euros, procedures which were published in the Official Gazette of the Province of Lugo no. 201, of September 2, 2026. The current budget is that of the 2022 fiscal year extended to 2026, which after the entry into force of that file was fixed at 2,829,725.00 euros in the expenditure statement and 2,998,961.19 euros in the income statement, according to the announcement published in the Official Gazette of the Province of Lugo no. 234, of October 13, 2026 (R. 2704).

What the Plenary approved

  • Decision-making body: Plenary of the Muras City Council.
  • Type of session: extraordinary and urgent.
  • Date of session: October 13, 2026.
  • File: TC 10/2026.
  • Modality: credit transfer between items of different expenditure areas.
  • Amount: 34,000.00 euros.
  • Status: initial approval.

The transfer does not increase the total volume of the budget, but rather reassigns credit between different expenditure areas. This type of adjustment is commonly used to cover unforeseen needs of certain items by charging them to others that show lower execution.

Deadline and channel for claims

  • Exhibition period: fifteen business days.
  • Start of count: the day following the publication of the announcement.
  • Consultation locations: Official Gazette of the Province of Lugo and the electronic office of the Muras City Council.
  • Destination of allegations: Plenary of the corporation.
  • Legal basis: article 177.2, in relation to article 169, of Royal Legislative Decree 2/2004, of March 5.

If no claim is submitted by the end of the public exhibition period, the file will be considered definitively approved in accordance with the cited legislation, without the need for a new plenary pronouncement.

Publication and signature

The announcement is inserted in section I of the Official Gazette of the Province of Lugo no. 237, corresponding to Friday, October 16, 2026, under reference R. 2786. The text is signed by the mayor, Manuel Requeijo Arnejo, in Muras, on October 13, 2026, the same date as the plenary session.

The publication in the provincial gazette and on the municipal electronic headquarters formally opens the public information process, an indispensable requirement for the modification to achieve definitive status.

For the residents of Muras, the announcement opens a short but effective period of control over the municipal accounts: any interested person may examine the file and discuss the reallocation of 34,000 euros before it becomes final. The operation is also added to a series of budgetary adjustments approved in recent weeks, making the monitoring of local accounts a matter of direct interest for taxpayers.
