The Mura City Council initially approved, in the Plenary session of June 26, 2026, the executive project to install an aerothermal heat pump that will replace the oil boiler at the Vall de Nèspola school. The announcement is published in the Official Gazette of the Province of Barcelona (BOPB) on September 2, 2026, with official reference CVE 202610136931, and opens a thirty-day public information period during which allegations and claims may be submitted.
The project, classified as ordinary local work, has a tender base of €115,688.21, to which VAT of €24,294.52 is added, for a total of €139,982.73. The technical drafting was carried out by Jordi Seguró Capa, architect, and Jordi Calafell Susagna, engineer, both from the company Integral Archiconsult, S.L.
Legal framework and processing
The processing is based on article 235.2 of Legislative Decree 2/2003, of April 28, which approves the Revised Text of the Municipal Law and Local Regime of Catalonia, and article 37.2 of Decree 179/1995, of June 13, which approves the Regulations for works, activities, and services of local entities. Both regulations require the works project to be submitted for public information before its final approval.
The thirty-day period begins the day after the publication of the announcement in the BOPB. If no allegations are presented during this period, the initial approval of the project will automatically become final.
Object of the intervention
The action consists of replacing the oil boiler at the Vall de Nèspola school with an aerothermal heat pump system, a technology that utilizes energy from the outdoor air to produce heat and represents a significant reduction in energy consumption and CO₂ emissions.
