Municipality of Santo Domingo calls for sports center through Works for Taxes

The District Municipality of Santo Domingo, in the province of Morropón (Piura department), published this Monday, September 14, 2026, the call for selection process No. 01-2026-CE-MDSD, through which it seeks a private company to finance and execute the project “Creation of the Sports and/or Recreational Practice Service at the Santo Domingo Population Center Sports Complex,” under the Works for Taxes mechanism. The official notice appears in the Official Gazette El Peruano, Official Bulletin, Monday, September 14, 2026, page 13.

The call is carried out within the framework of Law No. 29230, which promotes Regional and Local Public Investment with private sector participation, and its Regulations, approved by Supreme Decree No. 038-2026-EF. The project has the Unique Investment Code (CUI) No. 2714727 and contemplates a referential Investment Agreement amount of S/ 3,272,241.48 (three million two hundred seventy-two thousand two hundred forty-one and 48/100 soles).

Object and scope of the investment

The object of the call is to select the private company responsible for the financing and execution of the sports investment in the Santo Domingo population center. The referential amount is broken down into the following components:

• Work execution: S/ 3,116,420.46
• Investment supervision: S/ 155,821.02
• Execution period: 207 days

• Submission of inquiries and observations to the Guidelines: from 09/15/2026 to 09/23/2026
• Resolution of inquiries and observations: from 09/25/2026 to 09/29/2026
• Integration of Guidelines and publication on the Institutional Portal: 09/30/2026
• Submission of proposals (Envelopes No. 1, 2, and 3): 10/12/2026
• Evaluation of economic and technical proposal: from 10/14/2026 to 10/20/2026

Proposals shall be submitted at the registry office (mesa de partes) addressed to the special committee, located at Calle Lima No. 115, opposite the Plaza de Armas of the Santo Domingo district, from 8:00 a.m. to 4:00 p.m.

Special committee and private participation

The special process committee is composed of the titular members Lic. Ral Marlon Fernández Lequernaqué, Ing. Alfredo Correa Erazo, and Ing. Erly Rodríguez Berru. Interested private companies, natural persons, or consortiums must submit their letter of expression of interest according to the model in Annex A, addressed to the special process committee No. 01-2026-CE-MDSD.

The call for proposals opens a concrete opportunity for private investment in sports infrastructure for the population of Santo Domingo, within the framework of a mechanism that allows companies to finance public works in exchange for credits against their income tax. With a schedule that anticipates the signing of the agreement in November 2026, the project seeks to provide the population center with a space for sports and recreational practice, boosting the local development of the province of Morropón.
