Munera modifies the public price of the municipal funeral home.

Initial approval and public exhibition

The Plenary of the Munera City Council (Albacete) initially approved, in an ordinary session held on 31 July 2026, the modification of the public price for the provision of the municipal funeral home service. The modification, published in Official Bulletin of Albacete number 95, is now subject to public information and a hearing for interested parties for a period of thirty days for the submission of claims and suggestions.

If no claim or objection is submitted during said period, the agreement shall be deemed definitively approved without the need for a second pronouncement by the Plenary. The decision was formalized in Munera on 5 August 2026, signed by the mayor Desiderio Martínez Martínez, and was published as a notice in the third section of the bulletin, dedicated to Local Administration.

Legal framework of the agreement

The modification is based on a threefold regulatory framework that governs how small municipalities set and review the prices of their municipal public services:

• Articles 49 and 70.2 of Law 7/1985, of 2 April, regulating the Bases of Local Government, which attribute to the municipal plenary bodies the competence to establish and modify public prices for the services they provide directly.
• Article 17 of Royal Legislative Decree 2/2004, of 5 March, approving the consolidated text of the Law Regulating Local Finances, which regulates the procedure for setting public prices by local entities.
• Article 45.1(a) of Law 39/2015, of 1 October, on the Common Administrative Procedure of Public Administrations, which provides for public exhibition as a mandatory procedure before the final approval of certain administrative acts.

Deadline for objections and pending procedures

Residents and interested parties have thirty calendar days from the publication of the notice in the BOP of Albacete to examine the complete file and, where applicable, submit claims or suggestions. The notice specifies that objections must be submitted to the Munera City Council during public service hours.

Once the period has elapsed without any opposition being registered, the agreement will automatically become final. Otherwise, the objections submitted will be assessed by the city council before adopting a final resolution. The complete file is available to interested parties at the municipal offices of Munera.

The municipal funeral home of Munera is one of the public services with the most direct impact on the families of this municipality in Albacete. Any change in its rates immediately affects residents who need to use it in times of mourning. The price review responds to the legal obligation to periodically update the rates of local public services, adjusting them to the real costs of provision. Munera, with scarce municipal resources, directly manages this funeral facility, which grants the Plenary the power —and the duty— to set and review its rates in accordance with current regulations.
