The Social Services Management of Castilla y León has publicized the final sanction imposed on La Saleta Care, S.L., owner and manager of the Colisee Sauvia nursing home, in the municipality of Villares de la Reina (Salamanca), for the commission of a very serious administrative infringement regarding social services. The resolution, dated October 1, 2026, is published in the Official Gazette of Castilla y León (BOCYL) number 196, dated October 8, 2026, and sets a fine of 30,001.00 euros.
The procedure and its administrative course
The sanctioning file SA-AS/09/2025 (SENP: SA/41/25) was resolved through the Resolution of the Manager of Social Services of Castilla y León on December 30, 2025. Against this, the entity filed an administrative appeal, which was dismissed by the Resolution of the President of the Board of Directors of the Social Services Management of Castilla y León on September 24, 2026.
With that pronouncement, the sanction was declared final in the administrative process, which triggered the obligation to provide official publicity. The agreement is adopted in accordance with the provisions of Article 120.2 of Law 16/2010, of December 20, on Social Services of Castilla y León, which orders the publication of final sanctions imposed for very serious infringements in the regional gazette, through a summary of the facts committed, the offender, and the sanction imposed.
The infringement and the amount of the fine
The conduct is classified as a very serious infringement in Article 117.d) of Law 16/2010, of December 20, on Social Services of Castilla y León. The resolution imposes a sanction on the entity consisting of a pecuniary fine in the amount of thirty thousand one euros (30,001.00 euros).
The identifying data collected in the published agreement are as follows:
- Sanctioned entity: La Saleta Care, S.L., with N.I.F. B-96.648.563.
- Status: owner and manager of the residential center Colisee Sauvia.
- Location of the center: Carretera Zamora no. 7, Villares de la Reina (Salamanca).
- Type of infringement: very serious, Article 117.d) of Law 16/2010.
- Sanction: fine of 30,001.00 euros.
- File: SA-AS/09/2025 (SENP: SA/41/25).
Official publicity and control of residential centers
The text is signed by the Vice-Minister of Social Welfare, Esperanza Vázquez Boyero, substituting for the manager, by Order SAN/590/2026, of June 25 (BOCYL number 122, of June 26). The resolution is framed within the other provisions section of the Ministry of Health and Social Welfare and bears the official reference BOCYL-D-08102026-196-16.
The publication of these types of sanctions serves a dual purpose: to inform the public about the most serious infractions committed within the scope of social services and to strengthen public oversight of centers that care for the elderly and other dependent groups. The disclosure of the company’s name, the affected center, and the amount of the fine allows users and families to know the history of the managing entities.
Impact for users and families
The Colisee Sauvia residence provides care for the elderly in Villares de la Reina, a town in the metropolitan area of Salamanca; therefore, the sanction directly affects its residents and their families. The classification of the infraction as very serious places the case at the highest level of severity provided for by the regional social services regulations.
The amount of 30,001.00 euros is at the minimum threshold that Law 16/2010 reserves for very serious infractions, confirming the gravity that the administration attributes to the facts. The finality of the resolution closes the administrative route and leaves open, where applicable, a challenge before the contentious-administrative jurisdiction.
