Mueve Madrid: the Community increases funding by 500,000 euros in response to the rise in applications
Por FactBox Admin

The Regional Ministry of Environment, Agriculture, and Interior of the Community of Madrid has increased by 500,000 euros the budget credit available in 2026 to finance the Mueve Madrid Plan for sustainable mobility grants. The decision is formalized in Order 3619/2026, dated October 5, published in the BOCM number 252, Thursday, October 22, 2026, in section I.C) Other Provisions (reference BOCM-20261022-18, pages 83-84). The stated reason is that the initial credit is insufficient to meet all the applications submitted.
From five to 5.5 million for 2026
The order expands the credit established by Order 514/2026, dated March 19, which declared 5,000,000 euros available for the 2026 fiscal year and was published in the BOCM number 77, dated April 1, 2026. With the new contribution, the total amount mobilized this year amounts to 5,500,000 euros.
The official text attributes the expansion to a “significant increase in the number of applications from natural persons both inside and outside low-emission zones.” The processing complies with Law 5/2025, dated December 23, on the Treasury of the Community of Madrid, and the authority to grant the aid and publish the credit declaration corresponds to the regional minister in accordance with articles 7.1.a) and 4.5.c) of Law 2/1995, dated March 8, on subsidies of the Community of Madrid.
30% reserve for low-emission zones
The second section of the order establishes a minimum reserve on the expanded amount:
- At least 30% of the 500,000 euros will be allocated to applications from beneficiaries who reside or carry out their professional and economic activity in low-emission zones of municipalities within the Community of Madrid.
- The remainder remains available for all applications from natural persons, both inside and outside those areas.
The measure reinforces the territorial criterion already present in the plan, which prioritizes those who travel or work in urban environments with traffic restrictions due to emissions.
Budgetary charge and regulatory framework
The expansion is charged to sub-concept 79909 “Other actions” of program 456N, corresponding to the General Directorate for Energy Transition and Circular Economy, charged to the General Budgets of the Community of Madrid for 2026.
The grants are governed by the Agreement of November 6, 2024, of the Governing Council, which approved the regulatory norms and the procedure for the direct granting of incentives of the Mueve Madrid Plan: grants for the promotion of sustainable and accessible mobility for all in the Community of Madrid. The order was signed in Madrid on October 5, 2026, by the regional minister, with a signature by delegation (Order 984/2024, dated March 15) of the vice-minister of Environment, Agriculture, and Territorial Planning, Rafael García González.
The expansion comes after the credit declared in April was practically exhausted due to the volume of requests, an indicator of private individuals’ interest in renewing their vehicles toward low-emission technologies. For applicants who have not yet received a response, the increase of 500,000 euros provides additional margin to resolve files that would otherwise have been left out of the 2026 call.
