Mobility revokes 70,700 euros in transport digitalization grants
Por FactBox Admin

The Regional Ministry of Mobility, Environment and Emergency Management of the Principality of Asturias has partially revoked the subsidies destined for the digitalization of passenger and freight transport services (RRF Funds) for a total of 20 files that failed to submit the supporting documentation. The decision, signed on October 1, 2026, by the Regional Minister Alejandro Jesús Calvo Rodríguez, is published in the Official Gazette of the Principality of Asturias (BOPA) No. 199, dated October 14, 2026, under reference 2026-08242. The total amount granted is set at 799,000 euros, compared to the 869,700 euros in effect prior to this revocation.
The resolution stems from the Resolution of April 23, 2024, by the Regional Minister of Development, Local Cooperation and Fire Prevention, which granted these aids for a total amount of 1,136,000 euros, charged to budget item 18.03.513G.775.040 of the General Budgets of the Principality of Asturias for 2024 (PEP code 2023/000236). That call is governed by Royal Decree 902/2022, of October 25, amended by Royal Decree 204/2025, of March 18, which requires the Adhered Modernization Solutions Provider to submit, on behalf of the ultimate recipient, the justification of the actions within a maximum period of twelve months from the grant.
Article 23.2 of that regulation establishes that, if the justification obligation is not met, the “modernization check” will not be paid, the loss of the right to payment will be declared, and, where applicable, the reimbursement procedure will be initiated. The resolution also recalls that the amount had already been reduced by the Resolution of October 31, 2024, and by the Resolution of August 4, 2025.
Twenty unjustified files
After the twelve-month period from the grant had elapsed and the justification for 20 files had not been submitted, the Regional Ministry issued individual requests to each of them. Once the deadline granted in each request expired, it was concluded that none had complied with the duty of justification, therefore their holders lose the right to collect the granted subsidy.
The amount affected by the revocation amounts to 70,700 euros, as detailed in Annex I of the resolution. The subsidized actions corresponded to three categories of the program:
- Category 1: management of electronic control documents.
- Category 3: integration of electronic control documents into management systems.
- Category 4: implementation of TMS/ERP systems.

Deadlines for appeal
The resolution exhausts the administrative route. A contentious-administrative appeal may be filed against it before the Contentious-Administrative Chamber of the High Court of Justice of the Principality of Asturias within two months starting from the day following its notification. An optional appeal for reversal may also be filed within one month, provided that both are not pursued simultaneously, in accordance with Article 28 of the Law of the Principality of Asturias 2/1995, of March 13, and Article 123 of Law 39/2015, of October 1.
The revocation excludes ten Asturian transport operators from the program and reduces the finally recognized aid by 70,700 euros, an adjustment that affects companies and freelancers who had already received the grant and who must now undertake the digitalization of their document and fleet management systems without public funding.
