Mos delegates the tender for the SARA energy contract to the Mayor's Office

The Plenary of the Municipal Corporation of Mos, in an ordinary session held on 07/09/2026, agreed to delegate to the Mayor’s Office the competencies regarding the contracting of the mixed contract for supply, service, and works with investment under the energy services management model for the renovation of municipal infrastructures in the Municipality of Mos (SARA). The decision, adopted within the framework of File 3862/2026, enables the bidding phase of the contract and was published in the Official Gazette of the Province of Pontevedra (BOPPO) on September 14, 2026, number 176.

Delegation of competencies

The agreement, recorded in item THIRTEENTH of the session, delegates to the Mayor’s Office the competencies that the Plenary holds in this file, for the adoption of whatever agreements are necessary in the bidding phase of the contract. The delegation expressly excludes the award of the contract, which remains reserved for the Plenary.

The administrative resolutions adopted by the Mayor’s Office within the framework of the delegated attributions shall expressly indicate this circumstance and shall be considered issued by the Plenary of the Municipality of Mos, which may reclaim the delegated matters for its knowledge and resolution, pursuant to Article 10 of the LRXSP.

Publicity of the agreement

Item FOURTEENTH of the agreement orders the publication of an announcement of the delegation of competencies carried out in the Official Gazette of the Province, for publicity purposes. The announcement appears electronically signed by the Mayor of Mos, and the document can be verified on the electronic headquarters of the Deputación de Pontevedra using the secure verification code JI78S71KQN1ZOXA5.

Scope of the contract

The contract subject to the file is of a mixed nature and combines three provisions:

• Supply of energy for municipal infrastructures.
• Service of energy management under the SARA model.
• Works for the renovation of the municipal infrastructures of the Municipality of Mos.

This energy services management model allows for the renovation of municipal installations with an investment financed through the contract itself, without the need for an initial disbursement by the municipality.
