Moral de Sayago aprueba una tasa por tendidos eléctricos y abre alegaciones

The City Council of Moral de Sayago has provisionally approved the imposition and regulation of the tax for the private use or special exploitation of the local public domain by transport installations for electrical energy, gas, water, and hydrocarbons. The agreement was adopted by the entity’s Plenary in an ordinary session held on September 30, 2026, and is published in the Official Gazette of the Province of Zamora no. 116, of October 5, 2026, in section III. Local Administration (reference R-202602312). The file is now subject to public consultation for thirty days.

This measure is framed within Article 17.2 of the Revised Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5, which requires the files for the imposition and regulation of taxes to be submitted for public exhibition before their final approval. The announcement is signed by the Mayor of Moral de Sayago dated September 30, 2026, and stamped by the electronic management platform of the Provincial Council of Zamora.

Provisional approval and public exhibition

The file was processed by the City Council itself, and its provisional approval corresponds to the municipal Plenary, which validated it in its ordinary session on September 30. The procedure complies with the legally provided process for fiscal ordinances and local taxes.

The public information period is thirty days, counted from the day following the insertion of the announcement in the Official Gazette of the Province. During this period, any interested party may examine the file and submit any claims they deem appropriate.

Where to consult and how to appeal

The file is available to interested parties through two channels:

Appeals must be formulated within the thirty-day period and addressed to the City Council through the channels enabled for the submission of documents to the local administration.

Who is affected by the new tax

The tax levies the private use or special exploitation of the local public domain by transport installations for:

  • Electrical energy.
  • Gas.
  • Water.
  • Hydrocarbons.

The taxable subject is, therefore, the supply companies and owners of those infrastructures that occupy municipal land, airspace, or subsoil. The provisional approval does not specify concrete rates or amounts in the published announcement, which must be consulted in the file and the corresponding fiscal ordinance.

What happens if there are no claims

If no claims are filed after the public exhibition period, the agreement will be considered definitively approved, without the need for a new pronouncement by the Plenary. Otherwise, the City Council must resolve the submitted allegations before definitively implementing the imposition of the tax.

The measure adds to a trend already visible in the province: the Toro City Council approved in August the modification of its fiscal ordinance regulating this same tax, published in the Official Gazette of the Province of Zamora No. 107, of September 14, 2026 (reference R-202602173), and the Villadepera City Council also provisionally approved an equivalent figure, announced in No. 115, of October 2, 2026 (reference R-202602291).

The relevance of the decision is twofold: for the municipality, the tax opens a revenue stream linked to infrastructure that crosses its territory without paying for the use of public domain; for electricity, gas, and hydrocarbon companies, it represents a new cost to be considered for their installations in the Sayago region. Interested parties now have thirty days to review the file and, if applicable, file allegations before the tax is definitively approved.
