Monzón delega en Urbanismo las actas previas del gasoducto industrial de Redexis

The City Council of Monzón has delegated to the Councilor for Urban Planning Nuria Moreno Anell the attendance at the drawing up of the records prior to the occupation of the estates affected by the natural gas branch promoted by Redexis SA. The decision was adopted through Mayoral Decree 2330/2026, dated October 30, 2026, and is published in the Official Gazette of the Province of Huesca (BOPH) number 210, corresponding to Tuesday, November 3, 2026, with official reference BOPH-2026-210015. The act of drawing up the records is scheduled for that same day, November 3, 2026.

A mayoral decree for an expropriation procedure

Mayoral Decree 2330/2026, signed by Mayor Isaac Claver Ortigosa on October 30, 2026, in Monzón, resolves to delegate to Nuria Moreno Anell, councilor for the Urban Planning area, the powers that Article 52 of the Compulsory Expropriation Law attributes to the Presidency of the corporation to attend the drawing up of prior records.

The announcement is inserted in the Local Administration section, under the City Councils heading, under the heading “Urban Planning and Environment,” and is linked to municipal file 1483221E (NIF P2221800B). The publication is made, according to the official text, “for general knowledge.”

Three municipalities and one branch for industries

The installation that motivates the file is the “Natural Gas Distribution Branch Project in MOP 10 for industrial supply”, owned by Redexis SA. The affected route extends across three municipal districts of the province of Huesca:

  • Monzón
  • Fonz
  • La Almunia de San Juan

The reference file is CG01-GAS-H-2024-008. The project corresponds to a natural gas distribution network in MOP 10, intended to supply industries.

What is decided and what it implies for owners

The delegation does not alter the procedure: it transfers to the council office the signature and attendance at the act in which the affected estates and the impacts derived from the installation are documented, a step prior to occupation. With this decision, the mayor delegates a competence that the aforementioned Article 52 of the Compulsory Expropriation Law reserves for the Presidency of the corporation.

The announcement published in the BOPH does not detail the number of plots nor the list of affected owners, so the available information is limited to the object of the file, the concerned municipal districts, and the date of the act. The official reference for any inquiry or allegation is BOPH-2026-210015, along with file CG01-GAS-H-2024-008.

Document and scope

The text appears on pages 48 and 49 of the provincial bulletin, within the Local Administration section of BOPH number 210. It consists of two parts: the first, the agreement for the delegation of powers from the Mayor’s Office to the Department of Urban Planning and Environment; the second, the announcement itself, including the decree and the purpose of the act.

With this step, the Monzón City Council closes the municipal portion of a file affecting three municipalities and owned by a gas distribution company. The delegation allows the procedure to be processed without depending on the mayor’s schedule and guarantees the municipal presence at the act on November 3, 2026.

For the affected owners, the publication in the official bulletin is the reference that certifies the date, the competent body, and the purpose of the drawing up of the minutes prior to the occupation of their properties by the industrial branch of Redexis SA.
