Montilla submits its Local Territorial Emergency Plan for public consultation

The Montilla City Council has initially approved the Local Territorial Emergency Plan (PTEL) of Montilla, the civil protection instrument that organizes the municipality’s response to emergency situations. The approval was adopted in an ordinary session of the Plenary held on September 9, 2026, and is now published in the Official Gazette of the Province of Córdoba, number 189, corresponding to September 30, 2026, with the reference BOP-A-2026-3184. The agreement opens a period of public information and hearing for interested parties of thirty business days.

Initial approval and regulatory framework

The file was initially approved by the Plenary of the Corporation of the Most Excellent City Council of Montilla, in accordance with the provisions established in current legislation regarding Civil Protection and Local Government. The official announcement is signed by the mayor of the town, Rafael Ángel Llamas Salas, in Montilla, on September 18, 2026.

With the publication of the announcement, the text of the plan and the rest of the file are available to any interested person, for the purpose of formulating any allegations, claims, or suggestions they deem appropriate. The document appears within the Local Administration section of the provincial gazette, on page 14124.

Thirty business days for allegations

The public exhibition process is governed by the following conditions:

• Period: thirty (30) business days.
• Calculation: from the day following the publication of the announcement in the Official Gazette of the Province of Córdoba.
• Purpose: to present allegations, claims, or suggestions regarding the file and the text of the Plan.
• Scope: public information and hearing of interested parties.

During the specified period, the file and the text of the Plan may be examined by any interested person at two locations:

• The offices of the General Secretariat of the Montilla City Council, located at C/ Puerta de Aguilar 10, 14550 Montilla.
• The transparency portal of the municipal Electronic Office, at the address www.montilla.es.

Effects of the initial approval

The announcement specifies that, if no allegations or claims are presented during the public exhibition period, the initial approval agreement will be automatically considered final, without the need to adopt a new plenary agreement. In other words, the lack of citizen response during the process converts the provisional approval into final without a second pronouncement from the Plenary.

The Local Territorial Emergency Plan is the instrument that coordinates the action of municipal resources and civil protection against risks affecting the entire municipal district, therefore its processing is of interest to all residents and not only to emergency services.

Publication in the provincial bulletin marks the effective start of the period: the thirty business days begin to count from the day following September 30, 2026, the date of issue number 189 of the Official Bulletin of the Province of Córdoba. Anyone wishing to influence the content of the plan before it is finalized has that window to submit their contributions in writing.
