Monterroso declara deserto o alleamento por poxa dunha casa en Goimil

The Monterroso City Council has declared the bidding process for the lease of the municipally-owned house located in the place of Goimil, parish of Sucastro, void after no offers were submitted. The decision was made by the mayor-president, Eloy Pérez Sindín, through Mayoral Resolution No. 1098/2026, dated October 14, 2026, which is published in the Official Gazette of the Province of Lugo No. 243, dated October 23, 2026 (R. 2844).

The bid had been convened by Mayoral Resolution No. 952/2026, dated September 8, 2026, the announcement of which appeared in BOP No. 216, dated September 21. That call established a deadline for the submission of offers of ten days from the day following its publication in the provincial gazette, with submission via the City Council’s electronic office and a sealed-bid auction type. The evaluation committee was to be constituted within ten business days following the conclusion of the bid admission period.

The file was closed with the secretarial certificate of October 14, 2026, which states that no offers were submitted. The resolution invokes the competence of the Mayor’s Office in accordance with the second additional provision of Law 9/2017, of November 8, on Public Sector Contracts, and Article 21 of Law 7/1985, of April 2, regulating the bases of the local regime.

A house from 1900 in a state of structural ruin

The property subject to the failed bid presents these characteristics, according to the documentation incorporated into the file:

  • Cadastral reference: 27032A053002580001AM.
  • Location: place of Goimil, parish of Sucastro, number 49, Monterroso (Lugo).
  • Class: urban, with a plot of 128 m² and a cadastral built area of 206 m².
  • Ownership: 100% municipal, integrated into the heritage of the Monterroso City Council.
  • Use: residential, with no current effective use.
  • Year of construction: 1900.
  • State of conservation: traditional building in structural ruin, with partially usable masonry walls.
  • Title of acquisition: purchase-sale deed number 911, dated October 5, 2000, granted before the notary Faustino Rodríguez-Segade Vázquez; no registry entry is recorded.
  • Charges or encumbrances: none recorded.

The specifications added that the property is located in a consolidated rural nucleus and that any future action requires a comprehensive intervention, with no guarantee of habitability or stability.

Chronology of a file without bidders

The resolution summarizes the complete sequence of the processing, which was resolved in just over a month:

  • September 7, 2026: order, legal report, mayoral resolution, technical services report, and asset inventory certificate.
  • September 8, 2026: terms and conditions and Decree 2026-0952, which opened the call for bids.
  • September 21, 2026: publication of the announcement in the BOP of Lugo.
  • October 14, 2026: certificate of bids submitted, with zero bidders.
  • October 15, 2026: date of the resolution declaring the procedure void.

No new auction date

The resolution is limited to two pronouncements: declaring the procedure void due to the absence of bidders and ordering the publication of the agreement in the Official Provincial Gazette and on the municipal electronic office, for general knowledge. The text does not set a new type of tender nor a new auction date, meaning the sale of the property remains pending a new municipal decision.

The document does record the need to process the procedure for the disposal of the asset and to initiate the corresponding file, which leaves the way open to reopen the tender with new terms and a new announcement.

The declaration of a void auction means that the municipal heritage remains unsold and that the City Council must decide whether to tender the property again, with updated prices and conditions, or keep it in the asset inventory. For the residents of Sucastro and the rest of the municipality, the news confirms that the Goimil house, a ruined construction from 1900, will remain closed and unused at least until a new call is resolved.
