Monterroso opens the bidding for a ruined house in Goimil

The Monterroso City Council has opened a public auction to sell a house in a state of ruin located in the place of Goimil, parish of Sucastro, number 49. The call was approved by Mayoral Resolution no. 952, dated September 8, 2026, and published in the Official Gazette of the Province of Lugo no. 216, dated September 21, 2026, with official reference R. 2479. Interested parties have ten days from the day following the publication to submit their offers.

This is a municipal heritage asset, not assigned to any public use or service, over which the Council holds 100% ownership. The municipal acquisition was accredited by purchase-sale deed number 911, dated October 5, 2000, granted before the notary Faustino Rodríguez-Segade Vázquez; the announcement specifies that there is no registry entry and that no charges or encumbrances on the property are known.

The disposal is processed as a sealed-bid auction, with a set of particular conditions available to interested parties on the notice board of the municipal electronic office. The announcement was signed in Monterroso on September 14, 2026, by the mayor, Eloy Pérez Sindín.

A house from 1900 with 206 square meters built

Ten days to submit offers via the electronic office

The deadline for submitting offers is ten days counted from the day following the publication of the announcement in the Official Gazette of the Province. Proposals are submitted through the City Council’s electronic office, at https://monterroso.sedelectronica.gal/info.0, with these requirements:

Bidders shall provide the documents in electronic format, authenticated with an electronic signature using a recognized certificate included in the “Trust List of certification service providers” established in Spain.
If the original documents are on paper, digitized copies will be accepted.
The competent body will request the electronic consultation and transmission of data and documents regarding capacity and solvency from other public bodies and registries, unless the bidder expressly opposes it.
Persons not obliged to interact electronically with the Administration, pursuant to Article 14 of Law 39/2015, may submit the proposal at the registration assistance office of the Monterroso City Council (Plaza de Galicia, 1), from 8:30 to 14:30 hours.

Evaluation Committee and Terms and Conditions

Within ten business days following the conclusion of the bid admission period, the evaluation committee will be constituted, the date of which will be published on the City Council’s notice board, accessible from the municipal electronic office. The particular terms and conditions are also available on the same notice board for consultation by interested parties.

The operation concerns a century-old building without effective use, located in a consolidated rural nucleus, for which the City Council expressly transfers the construction limitations of the property to the market. For the residents of Monterroso and potential buyers, the bid represents the opportunity to acquire an urban plot of 128 m² with a construction of 206 m² that requires comprehensive rehabilitation, with a decision period of only ten days and without a starting price detailed in the announcement.
