Montearagón approves the regulations for its nursery school, El Nido

The Plenary Session of the Montearagón City Council approved on July 17, 2026, the Operating Regulations of the “El Nido” Municipal Preschool, which regulates the allocation of places, public prices, and the operation of the center for children aged 0 to 3. The full text is published in the Official Gazette of the Province of Toledo, number 159, dated August 21, 2026, and will enter into force fifteen days after its complete publication.

The regulation is framed within the first cycle of early childhood education, regulated by Organic Law 3/2020, of December 29, and by the regional regulations of Castilla-La Mancha, including Decree 88/2009, of July 7, and Law 7/2010, of July 20, on Education. The agreement, signed by Mayor Teodoro Jiménez Pérez, is structured into seven chapters covering everything from the center’s objectives to internal regulations and personnel.

Admission and allocation of places

The school admits children from 0 to 3 years old, with entry possible from nine months of age. Applicants must prove registration (empadronamiento) in the municipality for a minimum of six months, a requirement that is relaxed if places remain available.

  • Place reservation: first two weeks of May.
  • New admission applications: second fortnight of May.
  • Provisional list: from June 15, with ten days for appeals.
  • Final list: before June 30.
  • Enrollment: from July 1 to July 15.

Selection is carried out according to the scale of the Regional Government of Castilla-La Mancha, with priority for those registered in Montearagón, and up to 5% of the places are reserved for cases of social urgency.

Public prices and schedule

Service rates shall be those established in the Regulatory Ordinance of the “El Nido” Municipal Preschool fee, with the increases and deductions set therein. Payment is monthly and must be made within the first five days of each month via direct debit or bank deposit.

The center remains open Monday to Friday from 8:00 to 15:00 hours, with entry from 8:00 to 9:30 and departures at 13:00, 14:00, and 15:00 hours. The school year begins in September and ends on July 31.

Internal regulations and rights

The regulations establish rules for hygiene, illness, and medication, and prohibit the administration of medications by the center’s staff. Rights are recognized for the students, such as non-discrimination and an environment of affection and security, and the duties of parents and guardians are established, including the payment of the fee.

The Monitoring Commission, chaired by the mayor or delegated councilor, resolves withdrawals and supervises cases of social urgency. The center has a management or coordination office and the necessary technical staff according to the number of enrolled students.

Relevance

The approval of the regulation provides legal certainty to families in Montearagón with children aged 0 to 3, by transparently establishing the admission procedures, prices, and coexistence rules of the municipality’s only early childhood education center. An administrative appeal may be filed against the agreement before the Administrative Litigation Chamber of the High Court of Justice of Castilla-La Mancha within a period of two months.
