Montblanc definitively approves the fee for the Josep Porter i Rovira School of Music

The Montblanc City Council has definitively approved the modification of Fiscal Ordinance 16, which regulates the fee for the provision of the Josep Porter i Rovira Music School service. The agreement, initially adopted by the Plenary in the ordinary session of June 22, has become definitive as the public exhibition period has elapsed without any allegations or claims being presented. The resolution is published in the Official Gazette of the Province of Tarragona on August 31, 2026, with reference CVE 2026-07974 and file 4308620002-2026-0000682.
The modification is framed within the powers recognized by articles 133.2 and 142 of the Constitution and article 106 of Law 7/1985, of April 2, regulating the Bases of Local Regime, as well as articles 15 to 20 of the revised text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004. The ordinance, electronically signed by Mayor Sergi Olivan Roman on August 21, establishes the taxable event, the taxpayers, and the rates applicable to the municipal music service.
Enrollment and Monthly Fees
The tax quota is determined based on enrollment fees and monthly payments, which are accrued from September to June, both inclusive. Payment is made monthly within the first ten days of each month and requires bank direct debit.
- General enrollment for the “First contact with music” program: 52.50 euros (discounted, 47.25).
- Specific program for adults with an instrument: 94.50 euros (discounted, 85.05).
- Other programs: 84.00 euros (discounted, 75.60).
- Students who only participate in group musical training: 107.89 euros (discounted, 97.10).
Regarding monthly fees, the quotas for the awareness program (35.00 euros, or 31.50 discounted), basic and in-depth learning, and the specific program for adults stand out, with quotas ranging from 67.73 to 136.50 euros depending on the instrument sessions. Infants are exempt from enrollment with a monthly fee of 40.00 euros.
Discounts and Other Expenses
The ordinance provides for several discounts on the quota for specific groups:
- 10% for members of large or single-parent families, with a valid ID card.
- 10% additional for each sibling enrolled in the school.
- 20% for people with functional diversity, those over 65 years old, and pensioners, upon prior accreditation.
In addition to the fee, other expenses may be added, such as compulsory insurance and school materials, at market price. The rental of instruments —piano or drums for 6.30 euros, and clarinet, flute, violin, cello, guitar, trumpet, or sax for 11.29 euros— requires a prior deposit of 100.00 euros to cover possible damages. Performances requested from the school have a minimum price of 300 euros, with a rate approved by the Governing Board.
Payment obligations and withdrawals
Failure to comply with the payment obligation for two monthly installments, whether consecutive or not, results in the automatic termination of the service, which cannot be enjoyed again until the outstanding settlements are reimbursed. However, if the lack of payment is sufficiently justified and has a favorable report from the basic social care service, a deferral or installment plan may be arranged without losing the service.
Voluntary withdrawal must be requested in writing to the General Registry of the City Council fifteen days prior to the start of the following month; in the event of a subsequent illness or accident, it takes immediate effect. If the withdrawal is requested before the start of the course, the return of the enrollment fee may be requested. Against the final approval agreement, interested parties may file a contentious-administrative appeal before the High Court of Justice of Catalonia within two months from the publication of the announcement.
The new ordinance directly affects the families using the Josep Porter i Rovira Music School, who will see the rates and payment conditions updated for the next school year, with a system of discounts designed to lighten the burden on large families, single-parent families, and the most vulnerable groups.
