Monroyo delegates the Mayor's Office to the first deputy due to the mayor's absence

The Monroyo City Council has delegated the exercise of all Mayoral functions to the first deputy mayor, Alan José Gascón Ferrer, during the mayor’s scheduled absence for travel between August 31 and September 5, 2026. The decision was adopted via Mayoral resolution and made public in the Official Gazette of the Province of Teruel on August 21, 2026, issue number 159, under reference No. 2026-2491.

The delegation is supported by Article 47 of Royal Decree 2568/1986, of November 28, which approves the Regulations on the Organization, Operation, and Legal Regime of Local Entities, regulating the cases of delegation from the mayor to the first deputy mayor in the event of absence. Its publication complies with the provisions of Article 44.2 of the same regulation, for the appropriate purposes of representation and administrative processing.

Scope of the delegation

The resolution, signed by the Mayor’s Office, delegates the exercise of all functions of the Mayor’s Office “in the broadest possible sense” to the first deputy mayor, effective from August 31 until September 5, 2026, both dates inclusive. The measure is adopted due to the mayor’s scheduled absence for travel during that period.

The agreement also includes communication and control procedures:

  • Notify the first deputy mayor of the delegation.
  • Report the delegation to the Plenary of the corporation.

Regulatory framework

The delegation is based on Royal Decree 2568/1986, of November 28, which approves the Regulations on the Organization, Operation, and Legal Regime of Local Entities. This regulation enables the mayor to delegate their functions to the first deputy mayor when a cause for absence occurs, thereby guaranteeing the continuity of municipal management and institutional representation during the specified period.
