Monreal del Campo publishes the provisional list for the Secretariat-Intervention pool

The Monreal del Campo City Council has approved the provisional list of admitted and excluded applicants for the selection process to establish a job bank for Secretariat-Intervention, intended to fill via interim appointment a position reserved for officials with national qualification. The resolution is published in the Official Gazette of the Province of Teruel no. 205, dated October 26, 2026, with reference 2026-3112, and is dated October 23, 2026, signed by the mayor, Mario Latorre Ros.

A vacancy due to retirement in early November

The Secretariat-Intervention position of the council will become vacant in the first days of November due to the retirement of its holder, as stated in the agreement itself. To ensure the continuity of the service, the City Council called for a selection process by competitive examination aimed at establishing an employment bank from which interim appointments can be made until the position is permanently filled.

The rules governing the process were published in the Official Gazette of the Province of Teruel no. 183, dated September 24, 2026, and were approved along with the call for applications via Mayoral Resolution of December 7, 2022, published in the BOP no. 240, dated December 19, 2022. The resolution now disseminated is based on Article 20 of Royal Decree 364/1995, of March 10, Article 21.1.g) of Law 7/1985, of April 2, on the Bases of the Local Regime, and Article 30.1.q) of Law 7/1999, of April 9, on the Local Administration of Aragon.

Nine admitted and two exclusions due to incomplete documentation

Following the expiration of the application period and the verification of documentation, the provisional list of admitted applicants is as follows:

• Jesús Alberto Ruiz Teruel (no. 1)
• Marta Martínez Lahuerta (no. 2)
• Raquel Sanz Catalán (no. 3)
• Carlos Soler Esteban (no. 4)
• Manuel Salvador Antón Benayas (no. 5)
• María del Carmen Teruel Martínez (no. 6)
• Leticia Sanz Collados (no. 7)
• Alejandro Asensio Roche (no. 8)
• Ana María Alonso Martínez (no. 9)

Regarding the excluded applicants, there are two, both due to formal defects in the documentation:

• Andrea Rodrigo Lainez: Annex I, the self-assessment (Annex II) and, where applicable, the accreditation of merits are missing.
• Consuelo Aguiella Falagan: signatures in Annex I, the self-assessment (Annex II), the proof of fee payment and, where applicable, the accreditation of merits are missing.

Selection board with representation from Aragon and the Provincial Council

The resolution also designates the members of the board that will judge the tests, as proposed by the corresponding bodies:

• Presidency: titular Lucía Villalba Valenzuela and substitute Luis Florencio López Belenguer, both officials of the Government of Aragon.
• Members: Jesús Villaroya Bueso and substitute Miguel Ángel Colás Gracia, officials of the Provincial Council of Teruel.
• Members: Mª Carmen Rizos Esteban and substitute Ana Belén Gascón Izquierdo, officials with national authorization in the town halls of Orihuela del Tremedal and Pozondón, respectively.
• Members: Eva María Gómez Martínez and substitute Laura Ruiz Jiménez, officials with national authorization in the town halls of Santa Eulalia del Campo and Tramacastilla, respectively.
• Secretariat: Pablo Lacueva Peiró Gavin and substitute Rogelio Dolz García, officials with national authorization serving the Provincial Council of Teruel.

Three business days to claim or challenge

The agreement opens a period of three business days, counted from the day following the publication of the resolution in the Official Gazette of the Province of Teruel, to submit claims against the provisional list and to challenge the members of the tribunal for the reasons provided for in Article 24 of Law 40/2015, of October 1, on the Legal Regime of the Public Sector. The list and the composition of the selection body are also disseminated on the notice board of the municipal electronic headquarters, https://monrealdelcampo.sedelectronica.es, and on the edicts notice board.

The call affects a small but highly specialized group: only Local Administration officials with national authorization from the Secretariat-Intervention sub-scale may apply, a profile with a structural shortage of personnel in the province of Teruel. Hence, the resulting pool will be decisive in ensuring the legal and economic coverage of the town council and allowing admitted applicants to access temporary appointments as soon as a vacancy occurs.
