Monforte somete a información pública a revisión de lixo, auga e plusvalía

The Monforte de Lemos City Council provisionally approved, in an ordinary session of the Plenary held on October 26, 2026, the modification file for the fiscal and non-fiscal ordinances regulating waste, capital gains tax, water, drains, and the municipal swimming pool. The agreement is published in the Official Gazette of the Province of Lugo number 248, corresponding to Thursday, October 29, 2026, with the official reference R. 2962. Starting the day after publication, a period of 30 business days of public exhibition is opened, during which any interested person may examine the file and submit claims.

The six affected ordinances

The modification initially approved by the Monforte Plenary covers a block of six regulatory norms for municipal income and services, four of a fiscal nature and two of a non-tax nature:

  • General Ordinance of Municipal Income of Public Law.
  • Fiscal Ordinance regulating the Municipal Tax on the Increase in Value of Urban Land (IIVTNU, known as plusvalía).
  • Fiscal Ordinance regulating the fees for the provision of the municipal waste management service (waste).
  • Fiscal Ordinance regulating the fee for the use of the municipal swimming pool and other annexed facilities.
  • Non-fiscal Ordinance regulating the non-tax patrimonial provision for the network of drains and purification.
  • Non-fiscal Ordinance regulating the non-tax patrimonial provision for the water supply.

The announcement does not include the specific amounts or percentages of each revision in its text: the detail of the introduced modifications is in the file submitted for public information.

The procedure is processed in accordance with article 17.2 of Legislative Royal Decree 2/2004, of March 5, which approves the Recast Text of the Law regulating local treasuries, as well as article 49 of Law 7/1985, of April 2, regulating the bases of the local regime.

The period of 30 business days is counted from the day following the publication of the announcement in the Official Gazette of the Province. During this period, interested parties may consult the file and formulate the allegations they deem appropriate. If no claim is submitted, the provisional agreement will be considered elevated to definitive, and the full text of the modifications incorporated into the current articles will be published.

Who signs the announcement

The announcement is signed in Monforte de Lemos on October 27, 2026, by the first deputy mayor, Gloria María Prada Rodríguez, acting by delegation of the mayor according to the decree dated June 21, 2023.

A municipal process is completed, in the same way of publications, with the definitive approval of another economic file from the Council, 45/2026 for the modification of credits through transfers between expenditure areas, the amount of which totals 72,000.00 euros and which was definitively approved as no claims were registered during the public exhibition.

Why it matters to residents

The revision of these six ordinances directly affects the bills for basic services —waste, water, sewers— and two tax figures with a strong impact: the capital gains tax on real estate transfers and the public price of the municipal swimming pool. The period of 30 business days is the only opportunity for allegations before the new tariffs and regulations are definitively fixed, therefore any affected resident or entity must present their objections within the aforementioned period.
