Mondariz Balneario puts water and sewage rates out for public exhibition
Por FactBox Admin

The Plenary of the Mondariz Balneario City Council provisionally approved, in an ordinary session on October 31, 2026, the modification of the regulatory ordinances for the water supply tax and the sewer network tax. The two agreements are published as initial approval announcements in the Official Gazette of the Province of Pontevedra (BOPPO) number 213, dated November 4, 2026, with official references 2026076700 (water) and 2026076699 (sewers), and open a period of thirty business days to examine the file and submit claims.
The processing is carried out in compliance with article 17.2 of the Recast Text of the Law Regulating Local Treasuries (TRLRFL), which requires the public display of modifications to tax ordinances before their final approval. The complete file remains at the Municipal Secretariat and is available to residents on the entity’s notice board, according to the two announcements signed by the mayor-president, César Gil Bernárdez.
Two taxes, two independent files
- Water supply tax (reference 2026076700): modification of the regulatory ordinance that determines the domestic supply receipt.
- Sewer network regulatory tax (reference 2026076699): modification of the sanitation service ordinance.
- The announcements do not yet provide tariffs, coefficients, or collection figures: the specific content will be known with the text that is definitively approved.
- Each file is processed separately, although they share the same original plenary agreement and the same period for allegations.
A plenary with five ordinances in process
The session of October 31 was especially prolific in municipal regulations. Along with the water and sewer taxes, the same plenary initially approved three other regulations, all published in the same number 213 of the BOPPO:
- The modification of the tax ordinance for the issuance of administrative documents and urban services (reference 2026076662).
- The regulatory ordinance for the public price for the emptying of cesspools and septic tanks (reference 2026076632).
- The municipal ordinance for the loan of bio-shredders to individuals for the management of domestic biomass (reference 2026076664).
The last three are processed under article 49 of the Law on the Bases of the Local Regime (LBRL), while the two taxes subject to this information follow the tax procedure of article 17.2 of the TRLRFL. The round of ordinance reviews dates back: the plenary of August 27, 2026, had already modified the tax for sports facility services, an agreement that became final as no allegations were registered and whose full text was published in BOPPO number 200, dated October 16, 2026.
Who manages the water bill
The City Council has been publishing the ordinary management acts of the service in parallel. In BOPPO number 208, of October 28, 2026, the collection list for the non-tax public patrimonial benefit for water supply and sanitation for the third quarter of 2026 (July, August, and September) appeared, processed under file 772/2026 and approved by Mayor’s resolution on October 23, 2026. The register was configured by the service concessionaire company, ESPINA & DELFÍN, S.L., and is on public display for fifteen days at its office on rúa Isidoro Enes, number 5, ground floor.
How to submit allegations
- Deadline: thirty business days counted from the day following the publication in the BOPPO, that is, from November 5, 2026.
- Where: examination of the file at the Municipal Secretariat and on the City Council’s notice board.
- What can be submitted: any claim or suggestion regarding the articles and the proposed tariffs.
- Effect: if no claim is submitted, the provisional agreement is understood to be elevated to definitive automatically, without further passage through the plenary.
- Afterwards: in the definitive approval announcements that the City Council has been publishing, the BOPPO reminds that a contentious-administrative appeal may be filed against the agreement before the Contentious-Administrative Chamber of the High Court of Justice of Galicia within a period of two months (article 19 of the TRLRFL).
The review directly affects the bill that all households in the municipality pay for the two basic services, drinking water and sanitation, and comes a few weeks after the City Council closed another fiscal reform in the sports sector. So far, the BOPPO has only published the initial approval announcement, so the final amount of the increase or the tariff restructuring will only be known when the full text of the ordinance is published. Residents who wish to influence the result have thirty business days to do so in writing.
