The Mondéjar City Council has appointed Santiago Teodoro Castellanos Gómez as a career civil servant for the position of Administrative Assistant, subgroup C2, of the General Administration Scale. The appointment comes after the two candidates preceding him in the tribunal’s proposal waived the position. The resolution is published in the Official Gazette of the Province of Guadalajara No. 195, dated October 13, 2026 (official reference 2026_2650).
The position stems from the council’s 2025 Public Employment Offer, approved by Mayoral Resolution 248/2025, dated June 11, 2025, and published in the BOP of Guadalajara on June 18, 2025, under article 19 of Law 4/2011, of March 10, on Public Employment of Castilla-La Mancha, and article 20 of Law 31/2022, of December 23, on the General State Budgets.

The process was resolved through the competitive examination and open entry system.
A process closed in December 2025
The qualifying tribunal finalized the scores and, on December 9, 2025, formulated the appointment proposal for the selected person, along with the list of candidates eligible to be called in case of waiver or non-compliance, in accordance with rules 10.4 and 9.2. The grades for the various tests were published on the Mondéjar City Council notice board and on the municipal electronic office.
To acquire the status of a career civil servant, according to article 55 of Law 4/2011, it is required to pass the selection process, prove the required prerequisites, be appointed, and take office. The Mayor’s Office acts in the exercise of the personnel powers attributed to it by article 21.1.h) of Law 7/1985, regulating the Bases of Local Regime.

Both waivers forced the council to turn to the next person in the tribunal’s proposal to fill the vacant position.
