Moncofa subsidizes student transport for the 2026-2027 academic year with 40,000 euros

The Moncofa City Council has authorized an expenditure of 40,000 euros and has opened the call for grants intended to assist with the transportation costs of students pursuing studies outside the municipal boundaries during the 2026-2027 academic year. The resolution is signed by the mayor, Wenceslao Alós Valls, dated September 17, 2026, and is published in the Official Gazette of the Province of Castellón number 113, dated September 19, 2026, within the Local Administration section, under the official reference 04112-2026-U.

The call is governed by the regulatory ordinance of the bases for school transport aid, approved by plenary agreement on July 29, 2021, and whose final approval was published in the BOP of Castellón number 112, dated September 18, 2021. The file includes report 2026-0209, dated August 10, regarding prior auditing issued by the delegated comptroller, and accreditation of the existence of adequate and sufficient credit. The grant is processed under a competitive bidding regime and the expenditure is charged to the budgetary application EDC-326-48002.

Recipients and requirements

The grants cover travel to pursue the following studies:

• Compulsory Secondary Education (ESO).
• Baccalaureate.
• Intermediate-level vocational training.
• Higher education, which includes university teaching and higher-level vocational training.
• Studies at the Professional Conservatory of Music and Dance, in a line compatible with the others.

Applicants must meet these conditions:

• Be registered as residents (empadronados) in Moncofa at least one year prior to the publication date of the call.
• Be between 12 and 25 years old.
• Be enrolled in the 2026-2027 course in any of the aforementioned studies, in public or semi-private (concertados) centers.
• That there is no educational center in the municipality corresponding to the studies that require travel.
• Be up to date with tax and Social Security obligations, and not incur the prohibitions of article 13 of Law 38/2003, of November 17, General Law on Subsidies.

Amount according to distance

The individual amount is determined by points, at a rate of 300 euros per point:

• Studies within the region of La Plana Baixa: 1 point.
• Studies outside of La Plana Baixa but within the province of Castellón: 1.5 points.
• Studies outside the province of Castellón: 2 points.

If the sum of the eligible grants exceeds the allocated credit, the individual amount will be obtained by pro-rating among all beneficiaries. The call also provides for the possibility of establishing an additional amount in accordance with Article 58 of the Regulations of the General Subsidies Law. These grants are incompatible with any other granted for transport purposes for travel by other public administrations or private legal entities.

Deadline, documentation, and resolution

The deadline for submitting applications is 15 business days from the day following the publication of the call in the BOP of Castellón. Applications are submitted through the registry of the Moncofa City Council or by any of the means set out in Article 16.4 of Law 39/2015, of October 1, and must be accompanied by:

• Photocopy of the applicant’s NIF/NIE and, if they are a minor, of those who hold parental authority.
• Third-party maintenance sheet to prove ownership of the bank account.
• Certified copy of the proof of enrollment or certificate from the center’s Secretariat.
• Responsible declarations regarding the non-receipt of other transport grants and the absence of prohibitions under Article 13 of Law 38/2003.

Census registration is verified ex officio by the City Council. The processing is the responsibility of the municipal department competent in subsidy matters, which will have 10 business days for the applicant to rectify the documentation; the assessment is carried out by an Assessment Commission and the resolution corresponds to the mayor’s office, with a maximum period of six months to resolve and notify. The resolution ends the administrative process and will be published on the notice board of the municipal electronic headquarters and in the BOP, with this publication replacing the notification in accordance with Article 45 of Law 39/2015.

The impact of the measure is direct for families in Moncofa with children schooled outside the municipality: the call distributes 40,000 euros in grants that can reach 600 euros per beneficiary for the longest commutes, and opens a window of barely three weeks to submit the application.
