Moncofa submits three credit modifications of the 2026 budget for public review

The City Council of Moncofa has initially approved three credit modification files for the 2026 budget—two credit supplements and one extraordinary credit—and is presenting them for public review for a period of fifteen business days. The announcement, signed by Mayor Wenceslao Alós Valls on September 25, 2026, is published in the Official Gazette of the Province of Castellón number 116, dated September 26, 2026, under official reference 04214-2026-U.

The public exhibition is carried out in accordance with paragraph 1 of article 169 of Royal Legislative Decree 2/2004, of March 5, which approves the revised text of the Law regulating Local Treasuries. This provision determines who are the legitimate interested parties to examine the complete files, while paragraph 2 of article 170 of the same legal text establishes the grounds on which claims may be filed.

Allegations must be addressed to the Plenary of the Corporation. If no claim is presented during the public exhibition period, the three files will be understood as definitively approved without the need for a subsequent express pronouncement.

The three files submitted for exhibition

• 47-2026: credit modification via credit supplement, charged to the 2026 budget.
• 51-2026: credit modification via credit supplement, also regarding the 2026 accounts.
• 48-26: credit modification via extraordinary credit in the 2026 budget.

The three files are processed jointly and published in the same announcement, so the public information period is common to all of them.

Deadline, allegations, and effects

• Exhibition period: fifteen business days from the publication of the announcement in the Official Gazette of the Province of Castellón.
• Body before which claims are filed: the Plenary of the Corporation.
• Grounds for claim: those indicated in paragraph 2 of article 170 of Royal Legislative Decree 2/2004, of March 5.
• Effect if there are no claims: automatic definitive approval of the files.

Background: other modifications to the 2026 budget

This operation is added to a series of budgetary adjustments already processed by the council throughout the fiscal year. The Official Gazette of the Province of Castellón number 105, dated September 1, 2026, published the definitive approval of files 34/2026, 38/2026, and 39/2026, all of which were financed from the liquid treasury surplus for general expenses:

• 34/2026: extraordinary credit of 87,200.00 euros in chapter 6, Real Investments.
• 38/2026: extraordinary credit of 16,915.00 euros in chapter 6, Real Investments.
• 39/2026: extraordinary credit of 39,000.00 euros in chapter 6, Real Investments.

Added to these is file 44/2026, whose initial approval was published in the Official Gazette of the Province of Castellón number 99, dated August 18, 2026, and whose final approval appeared in number 109, dated September 10, 2026. In that case, the credit supplements amounted to 125,000.00 euros, divided between chapter 6, Real Investments (65,000.00 euros), and chapter 1, Personnel Expenses (60,000.00 euros), equally financed by liquid treasury surplus.

Credit modifications alter the amounts available in the various applications of the municipal budget and, therefore, condition the execution of investments and services throughout the fiscal year. The public information process opens the possibility for any legitimate interested party to review the details of the files and to challenge them before the Plenary before they are definitively approved, after which point only a contentious-administrative appeal will be possible.
